Description
THIS IS A CALL FOR EXPRESSION OF INTEREST, NOT A REQUEST FOR PROPOSAL. A FULL SOLICIATION MAY BE ISSUED AT A LATER DATE. IDAHO NATIONAL LABORATORY MIXED LOW-LEVEL WASTE TREATMENT OF INGNITABLE AND/OR REACTIVE MATERIAL Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is seeking Expressions of Interest from suitably qualified companies to receive and treat a backlog of mixed low-level waste (MLLW). The waste backlog consists of approximately 100 containers or components totaling approximately 30 cubic meters of mixed waste components hazardous for ignitability and/or reactivity. Specific contaminants include elemental sodium, sodium-potassium alloy, and lithium hydride. BEA is seeking vendor services to more effectively manage future waste treatment scope and to provide the necessary data that will facilitate budget submittal requests. The vendor will be responsible to develop and deliver the following: - Condition Assessment that identifies treatment facility conditions based on recognized, fully defined industry- based inspection and deficiency standards. - The capability to (or plans to be able to at some point in the future) receive, store, and treat MLLW. - Properly dispose of treated debris and residue. Only companies that meet all submittal requirements described below should respond to this Expression of Interest. Submittal Requirements: 1. Submittals from both small and large businesses will be evaluated. 2. Submittals must be brief (10 pages or less). 3. Submittal content must include, but is not limited to: a. Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Request for Expression of Interest. b. Description of current treatment operations or capabilities for treating MLLW including radiation limits, waste types, configuration limitations, throughput/capacity, and schedule of annual availability (if more than one year is required). c. Description of experience, qualifications, and status of treatment permit for successfully performing the scope of work described above. d. Description of recent support services of similar scope and complexity. e. Description of compliance methods to applicable industry codes, standards and regulations. f. Identification of the company's primary North American Industry Classification System (NAICS) Code, the associated business size (small or large), and any additional small business socio-economic classification(s). 4.
