- Description
- This is official notification that the Air Armament Center, Joint Air to Surface Standoff Missile (JASSM) Program Office intend to solicit and award a sole source contract and/or separate contract(s) under the authority of FAR 6.302-1 to Lockheed Martin Missiles and Fire Control/Integrated Systems, 5600 West Sand Lake Road, Orlando FL 32819. This acquisition will be a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ), using a combination of Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) CLINs. Lockheed Martin is the current producer and sustainment provider for the JASSM and JASSM-ER weapon systems and is the only known company that has detailed knowledge necessary to provide the required JASSM specific support. No Government owned technical data package exists to provide to other companies. Therefore, the Government is unable to provide Government property/Government special tooling/special test equipment/technical data packages to any prospective new source. Fulfillment of the supplies/services listed above requires substantial initial investment and an extended period of preparation for manufacture. Anticipated award of this contract is on or about 1 Jan 2014. The scope of this IDIQ contract incorporates: Life Cycle support of the Joint Air-to-Surface Standoff Missile (JASSM) and the Joint Air-to-Surface Standoff Missile Extended Range (JASSM-ER) weapon system. This lifecycle support includes all efforts related to JASSM, JASSM ER and any JASSM variant in the areas of system upgrade, integration, production, sustainment, management and logistical support for US Government systems and foreign government platforms. These efforts include but are not limited to: - Assist in the tracking and serviceability of fielded systems - Participation in CONUS base site activation activities that include but are not limited to program familiarization and operational maintenance concepts - Research and solve deficiencies identified by Deficiency Reports (DRs) and monitor the Reliability Asset Monitor System/Tactical Missile Reporting System (RAMS/TMRS), - Provide Test Instrumentation Kit (TIK) support for JASSM and/or JASSM-ER assets to include but not limited to Flight Termination System Battery Conditioning (Yearly), TIK installation, TIK component replenishment, repair of TIK GFE components, TIK component obsolescence resolution, e.g. - Provide support for Air Data Probe (ADP) and tail cover production and fielding - Provide support and training for JASSM and/or JASSM-ER supplier production and efficiency improvement initiatives - Support required for the integration and continued compatibility of the JASSM and/or JASSM-ER weapon system on multiple (B-2, F-15, F-16, e.g.) US government and foreign government platforms - Support for Common Munitions Built- in-Test Reprogramming Equipment (CMBRE) Test and Analysis - Provide support to include but not limited to Weapon System Evaluation Program (WSEP), Force Development Exercise (FDE), or other operational tests data, Contract Data Requirements Lists (CDRLs), monthly reports, testing results, transportation of test articles, field activities, e.g. - Support for Failure Review Boards (FRBs), which includes but is not limited to data, analysis, reports and participation in meetings, as required - Provide hardware, test software and test support for JASSM and/or JASSM-ER software verification testing, to include but not limited to software integration laboratory, hardware-in-the-loop (HIL) facility dynamic van testing, Production Verification Testing (PVT), and reliability assessment testing, e.g. - Provide JASSM and/or JASSM-ER software development and maintenance support - Provide modeling and measurement support, reports and testing, to include but not limited to Radar Cross Section (RCS) Pole Model, Aerodynamic Measurement modeling and wind tunnel, e.g. - Provide Independent Review Team Support for JASSM and/or JASSM-ER programs - Provide JASSM and/or JASSM-ER study reports/analysis as required - Provide TIK tests, studies, and analyses to include but not limited to supporting TIK related FRBs, FTS battery qualification tests, FTS destruct charge qualification tests, TIK prototype component verification tests, LRASM TIK component studies, e.g. - Provide Antenna Wave Front Simulator support, to include but not limited to scenario and trajectory development, testing, data reduction and analysis, and reports, e.g. - Support service life extension studies which includes but is not limited to data, analysis, reports, component testing, and participation in meetings as required - Provide support for JASSM and/or JASSM-ER Development Testing (DT) and Production Verification Testing (PVT) and reports - Support for upgrade to data link integration, Global Position System (GPS) guidance, expanded weapons effects, maritime interdiction capability and other system upgrades and other systems upgrades for JASSM and/or JASSM-ER that require detailed knowledge and access to the JASSM technical data package - Provide Data Link study trades and a documented architecture approach for a Data Link design that will support all existing JASSM and/or JASSM-ER interfaces function, interoperability and communication requirements as required by US direction or written agreements with foreign allied nations - Provide flight test support for field activities, data reduction and analysis to include not limited to Follow-on Test and Evaluation (FOT&E), Weapon System Evaluation Program (WSEP), and Force Development Exercise (FDE), e.g. - Provide support for Electronic Safe and Arms Fuze (ESAF), (AND OTHER FUZES) in the form of Development, Qualification and Test support. In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to the requirement within the response date specified above in order to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
