Description
Request for Information Requirements for IT Research & Advisory Services for IT Executives Purpose: The purpose of this Request for Information (RFI) is to conduct market research seeking to identify companies who would be interested in offering on a forthcoming Request for Quotation (RFQ) for the acquisition of IT research and advisory services to support IT Executives at the Defense Logistics Agency (DLA). This RFI is issued solely for information and planning purposes and does not constitute a formal Request for Quotation, or promise to issue a solicitation in the future. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI. Requested Information: 1. Would your company be interested in submitting an offer to provide the services described below? 2. Please provide examples of past performance demonstrating that your firm has performed projects and/or tasks of similar scope and complexity as those detailed below. At a minimum, provide a contract number, point of contact information (i.e. phone number and e-mail address) for the customer supported, a brief summary description of the task requirements of each referenced contract, and the total dollar value of each contract referenced. 3. Does your company currently have a Federal Supply Schedule? Scope: This requirement covers the acquisition of IT research and advisory services to support IT Executives at the Defense Logistics Agency (DLA). Vendor must have a dedicated client support person. An individual that must have prerequisite knowledge of DLA - J6 requirements, and is available for onsite consultations at least 6 times per year. The on-site visits may include discussions with the Chief Technology Officer and DLA IT executives as needed. The vendor will be required to support as needed eleven (11) members of J6 IT senior Management through phone consultations. Requirements: 1. Analysis of IT Technologies: a) The Vendor will provide analysis on products, services, vendors, trends, and practices for a variety of Information Technology (IT), Information Assurance (IA) and other current technologies in order to provide technical and industry insight and analysis. b) If requested provide government employees access to a qualified "Industry Analyst" to discuss the above topics in greater detail. 2. Document Review: The vendor will perform document reviews on possible proprietary DLA documentation (i.e. review white paper presentations, RFPs, business case justifications, etc) in order to support strategic IT Information Operations and direction. The vendor shall conduct research on IT vendors; how the marketplace is stratified by vendor capabilities and vision; where vendors are taking their business lines; sourcing strategies; service management strategies; information management strategies; best practices; potential areas of risk and what is emerging in the global IT marketplace in order for J6 leadership to ensure sufficient industry support and mission success. 3. Contract Review Services: The vendor will be required to review and comment on contracts and assist senior J6 Senior Management in understanding key negotiation strategies. 4. Security Clearances: Vendor must have a facility clearance. Vendor must have full time employees with active DoD security clearances IT-III. 5. Period of Performance: 1 year Base Period and 2 Option years. Proprietary information or trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protecting from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
