- **** CONTACT BETSY LEDBETTER(ARCS) ONLY TO SUBMIT QUOTES OR SUBMIT QUESTIONS REGARDING THIS SOLICITATION ***** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the fabrication of sixteen 4.0' Swivel Eye Brackets, per the attached specifications and drawings. Quote your most expedited delivery date. This procurement is a full and open competition. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the Online System for Award Management (SAM)prior to award. Offers for the item(s) described per the attached specifications are due by December 3, 2013 by 4 P.M CST to Betsy Ledbetter/ARCS at elizabeth.s.ledbetter@nasa.gov or faxed to 256-961-9604 and must include, solicitation number, FOB destination to 35812, proposed service schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Jul 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Sept 2013), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Sept 2013), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: See applicable solicitation/contract clauses attached to this solicitation. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions shall be in writing (e-mail or fax) to Betsy Ledbetter (ARCS) at elizabeth.s.ledbetter@nasa.gov or fax to (256)961-9604 no later than 11/25/2013 by 12:00 pm CST. All questions with answers shall be posted on or before 11/26/2013 by 5:00 pm CST. This shall be a 'one-time' question and answer period. Telephone questions shall not be accepted. Selection and award shall be made to the lowest priced, technically acceptable offeror. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
