Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition PACS Installation/Upgrade - Off-Site Facilities - VAMC Durham 1.Contracting Organization: Department of Veterans Affairs, VISN 6 Centralized Acuqisiton Service. 2.Description of Action: This is a request for other than full and open competition to procure Access Control hardware and software for the off-site clinics and facilities administratively controlled by the VAMC Durham, NC. 3.Description of Supplies or Services: Sonitrol will furnish, install, program and provide interface to the existing Sonitrol CAD Graphics/Physical Access Control System and associated hardware and software. The purpose is to provide the same monitoring capability of the existing Sonitrol Physical Access Control (PACS) system located at the main campus, to the off-site facilities. The scope of work consists of updating the existing access control network at the CBOCs/off-site facilities to bring them into full compliance with HSPD-12/FIPS mandates. 4.Statutory Authority: ( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: The Sonitrol access control system uses proprietary software and hardware to communicate/interface to the access/alarm computer in Police Control. No other company has access to this proprietary software and hardware and therefore cannot provide a compatible expansion of our existing CAD Graphics alarm system and PIV Card system. Selection of an alternate system would require abandonment and removal of the existing Sonitrol network and would entail significant delays to the completion of the physical access control system and substantial expense to the government. 6.Actions to Promote Competition: No other vendors have the ability to make their equipment or software interface with the existing Sonitrol system at the Durham VAMC and its satellite facilities. The requested scope of work is an expansion of an existing security network that utilizes proprietary software and hardware. Selection of any other vendor/supplier other than Sonitrol will require removal and replacement of the Sonitrol hardware and network that is presently installed at substantial expense to the government. It would also substantially delay implementation of the VACO and Department Of Homeland Security mandated PIV card and physical access control systems to be operational or in progress on or before 9/30/11. 7.Determination of Fair and Reasonable Price: An Independent Government Estimate has been prepared which is based on adoption and installation of similar, security related systems. The proposal presented by Sonitrol is well within the range of related work as determined by past history. 8.Market Survey (FAR 10): N/A This acquisition is the expansion of an existing system that utilizes proprietary software and hardware that can not be obtained from any source other than the Original Equipment Manufacturer, Sonitrol. 9.Other Considerations: No other company has the ability to interface to the Sonitrol infrastructure due to the proprietary software and hardware needed. Additional access/alarm coverage is needed to support clinic activations and expansions that are already in progress and to comply with VACO and Dept of Homeland Security mandates. 10.Listing of Sources that expressed, in writing, an interest in the acquisition: None 11. Statement of Actions to Overcome Barriers to Competition: None. No action can supercede the copyright and patent law protection of the proprietary software and hardware required to operate this equipment. 12.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
