Description
A sole source procurement is contemplated with CertiVox, 548 Market Street, San Francisco, CA 94104. AFRL/RWWN requires Government Purpose License Rights of the Multiprecision Integer and Rational Arithmetic C/C++ Library (MIRACL) software. This requirement is for support of the Secure Micro Digital Datalink (SmDDL) cryptographic program. The MIRACL cryptographic SDK provides the implementation of certain low-level mathematic and cryptographic primitives used in the Trusted Module of the SmDDL. In particular, primitives to perform elliptic curve math and AES block encryption are used. A set of higher-level library functions are implemented on top of the low-level primitives. This higher-level library, the SmDDL crypto library, provides the application programming interface (API) to all the necessary cryptographic functions performed by the Keymat and Gatekeeper Computer Software Configuration Items (CSCIs). In addition to the above, the following criteria demonstrate MIRACL's unique qualifications: 1. Language: The library and all of its dependencies shall be implemented in ISO Standard C or C++; they may include embedded assembly language for the ARM Cortex M3. 2. License suitability: The licensing terms of the cryptographic library shall permit unlimited, unconditional use by the government without requiring the dissemination of SmDDL source code. 3. Functionality: The library shall provide support for the following primitives: a. AES-128 ECB b. Large integer (BIGINT) math c. Elliptic curve point manipulation for NIST prime curves 4. Compiled size: The library, when compiled using the ARM RealView compilation tools, shall not cause either the Keymat CSCI nor the Gatekeeper CSCI to exceed their allocated program space (ROM and RAM). 5. Computation speed: The execution times of the cryptographic functions as used by SmDDL shall permit the BSU to meet all of the performance requirements for group formation (see BSU SRD section 4.3.6). Acquisition of MIRACL is required to satisfy SmDDL developmental goals of a government-owned technology unencumbered by proprietary intellectual property rights that would hamper its use in a multiple of UAS platforms. If a vendor other than CertiVox provides the software license, the expected cumulative level of effort required for replacement of MIRACL is 15.7 man-months, with an additional 6-month delay to the start of Security Verification (SV) test development, SV test execution, and ultimate SmDDL certification. However, all interested parties may submit statements of capability (SOC) which should, if possible, include at least three references of the above materials having been provided to customers for use as preformed fragments in weapons; these will be considered if received by noon central time zone on 11 Dec 13. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and all recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified above.
