Description

This acquisition is to obtain a firm fixed price requirements contract for the purpose of remanufacturing new NOUN: Trunnion Bearing; NSN: 3120-00-766-2056UC; PART NUMBER: 4F23832-103A, which is applicable to the C-5 Aircraft. The requirements contract will have a basic performance period of one year plus four one year ordering periods for a total of five (5) years. For CLIN 0001, the Best Estimated Quantity of remanufactured Trunnion Bearings (Reworking the Balls) required by the government is 45 EA. for the basic year and 45 EA. for each ordering period. For CLIN 0002, the Best Estimated Quantity of remanufactured Trunnion Bearings (Manufacturing New Balls) required by the government is 5 EA. for the basic year and 5 EA. for each ordering period. Place of performance will be at the contractor's facility. Inspection and acceptance will be at F.O.B. Origin. Destination: Robins AFB, Georgia 31098-1611. Routine Delivery for remanufactured items (re-working the balls): 6 EA. per month 150 days after receipt of order or reparable asset, whichever is later. Routine Delivery for remanufactured items (manufacturing new balls): 6 EA. per month 210 days after receipt of order or reparable asset, whichever is later. RFP will be available at www.fedbizopps.gov. URGENT SURGE & MICAP delivery schedule : Contractor shall expedite remanufacture of serviceable assets for delivery within 130 calendar days after receipt of a contract delivery order, or after receipt of reparable assets, whichever is later. If a delivery order and the reparable assets are already in place at the contractor, Government required delivery is 120 calendar days after the contractor is notified of the urgent requirement by the Government Contracting Officer. The Government hereby advises potential suppliers to review the specification containing the qualification requirements at the External Reference link. This is a competitive requirement. A source pre-qualification requirement is required by the cognizant engineering authority to ensure that the integrity of the part is maintained in performance on the aircraft in accordance with FAR 52.209-1 - Qualification Requirements. Data or rights are owned by the Government for this solicitation and can be requested access to the technical data in this synopsis. Any interested unqualified sources may submit a source approval requirements (SAR) package to the PCO, for consideration by the cognizant C-5 engineer at AFLCMC/WLSEAB, to become a qualified/approved source for remanufacture. This does not guarantee that a source submitting a SAR package will automatically be approved prior to award of the next contract. It may take up to a year or more for a source to submit an acceptable package to C-5 Engineering and to become pre-qualified to remanufacture the Trunnion Bearing Assembly. All qualified sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Approximate issue date of solicitation is 12 December 2013. Approximate response date is 19 January 2014.
