- PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED MILITARY PROGRAM. The information received will be used within the United States Property and Fiscal Office (USPFO), Topeka, Kansas, to facilitate the decision making process and will not be disclosed outside of the organization. This announcement is not a request for proposals, but a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation.Joint Forces Headquarters, Topeka, KS is seeking a business with current relevant experience, personnel, and capability to provide Educational Role Player and Lanes Training Support Services for the Vigilant Guard exercise 2014 disaster exercise. The Kansas National Guard will host VG-14 with participants from National Guard regional partners from Missouri, Nebraska and Iowa as well as other key Federal, State, County and other local agencies. The Contractor shall perform exercise consultation services, management of venues (lanes training), provide role players, moulage, triage mannequins, structured venue collapse lane management (move/set & reset) under this contract at various locations in the state of Kansas include Salina (Crisis City), Wichita, Kansas City, KS and Topeka. The places of performance are the Vigilant Guard exercise locations/venues as determined by the KSNG J5/7. The North American Industry Classification System (NAICS) code shall be classified under is 611710, Educational Support Services. The period of performance for the on-site Project Manager will be 09 May thru 08 August 2014. The period of performance for the exercise will be 04-08 August 2014. The proposed contract if awarded will be for a stand-alone project to a responsible company with recent and relevant experience in previous projects dating back not more than six (6) years. Proposed teaming arrangements, 8a Mentor/Prot g, or other partnering agreements shall identify clearly the primary offeror for determination of responsibility purposes. Objectives: 1) Execute DSCA missions and refine process and procedures for interacting with State government. 2) Conduct Joint Reception, Staging, Onward Movement, and Integration (JRSOI) of incoming NG Forces. 3) Establish, and Integrate Dual Status Command. Interested sources are invited to respond to this sources sought announcement utilizing their company letterhead in a Portable Document Format (PDF). 1) Contractor Information: Provide your firm's contact information with a central POC, Cage Code, DUNS number and confirmation that the business SAM registration and ORCA (Reps & Certs) are current. 2) Identify type of Business (e.g. other than small, small business, SDVOSB, WOSB, etc) and registered SAM codes. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Provide a synopsis of capabilities with respect to managing a contingency role player event of a same or similar nature to Vigilant Guard not to exceed 1 page. 4) Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 6 years demonstrating your experience managing Vigilant Guard Exercises or contingency role player exercises of a similar nature. For each of the contracts/projects submitted to demonstrate past performance; provide the title, location, whether prime or subcontractor work, award and completion dates, contract or subcontract value, type of work, type of contract, a narrative description of the services provided by your firm, and customer information including point of contact, phone number, and email address.
