- **AS OF THIS REVISION DATED 21 NOVEMBER 2013, TO THE SUBJECT PRE-SOLICITATION POSTING, THE SOLICITATION NUMBER ASSOCIATED WITH THIS REQUIREMENT HAS BEEN REVISED FROM "N00253-13-R-0021" TO "N00253-14-R-0007". ALL FUTURE POSTINGS FOR THIS REQUIREMENT SHALL REFERENCE AND BE POSTED UNDER SOLICITATION N00253-14-R-0007. ** Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Next Generation Fathometers (NGF), Remote Digital Depth Displays, and Signal Simulators manufactured, tested, & delivered in accordance with the specifications and requirements identified in the Statement of Work, Performance Specification NGF-8290542, and all referenced/associated drawings, specifications, revisions, and attachments. This requirement will include the following items and maximum quantities: CLIN 0001 First Article NGF, Display, & Simulator, max qty of one (1); CLIN 0002 First Article Testing Travel, max qty of one (1); CLIN 0003 First Article Contract Data Requirements Lists (CDRLs); CLIN 1001 Base Requirement NGF Production Units, max qty of 30; CLIN 1002 Base Requirement Signal Simulator Production Units, max qty of 15; CLIN 1003 Base Requirement Remote Display Production Units, max qty of 100; CLIN 1004 Base Requirement CDRLs; CLIN 1005 Base Requirement Optional Familiarization Training, max qty of 1; CLIN 2001 Option One NGF Production Units, max qty of 30; CLIN 2002 Option One Signal Simulator Production Units, max qty of 15; CLIN 2003 Option One Remote Display Production Units, max qty of 100; CLIN 2004 Option One CDRLs; CLIN 3001 Option Two NGF Production Units, max qty of 30; CLIN 3002 Option Two Signal Simulator Production Units, max qty of 15; CLIN 3003 Option Two Remote Display Production Units, max qty of 100; CLIN 3004 Option Two CDRLs; CLIN 4001 Option Three NGF Production Units, max qty of 30; CLIN 4002 Option Three Signal Simulator Production Units, max qty of 15; CLIN 4003 Option Three Remote Display Production Units, max qty of 100; and CLIN 4004 Option Three CDRLs. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N00253-14-R-0007. It is anticipated that the resultant contract will be a firm-fixed price (FFP), indefinite delivery indefinite quantity (IDIQ) contract. The applicable NAICS code for this requirement is 334511 with a small business size standard of 750 employees. The procurement will be solicited under full & open competition. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. It is anticipated that the solicitation will be available for download on or around 29 November 2013. The closing date of the solicitation will be 03 January 2014, unless a different date is specified in the solicitation. The RFP will be posted and will be available for download at http://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
