- Subcontracting Percentage Worksheet Performance Questionnaire Forward Request for Specifications Instructions DBA Wages Schedule and Terms and Conditions SF-1442 NOTICE OF AMENDMENT: THE SOLICITATION NUMBER FOR THE SUBJECT REQUIREMENT HAS BEEN CHANGED FROM R13PS40040 TO R14PS94302 AS A RESULT OF FISCAL YEAR CHANGE OVER FROM FY13 TO FY14. The Bureau of Reclamation, Upper Colorado Region, has a requirement for constructing a pumping plant and appurtenant facilities located approximately 8 miles north of Gallup, New Mexico in McKinley County with the following components: 1. CMU and Metal building, 2. Horizontal split case pumps, 3. Electrical switchgear and motor control panels, 4. Water Storage tank, 5. Chlorine feed building, 6. Treated water line pipe, and 7. Bored highway crossings. Evaluation criteria for award consideration, listed in descending order of importance, will include technical capability and approach to meet the government need; experience; and past performance. Technical capability and past performance when combined are more important than cost or price. It is anticipated the contract will be a fixed price construction contract. This is a total small business set-aside. The North American Industry Classification System Code (NAICS) is 237990 with a small business size standard of $33.5M. The estimated magnitude of the requirement in terms of physical characteristics and estimated range is more than $10,000,000. Anticipated award is for a construction contract, with an estimated two year duration. Request for Proposal No. R14PS94302, formerly R13PS40040, using procedures prescribed by FAR Part 36 - Construction Architect-Engineer Contracts in conjunction with FAR Part 15 - Contracting by Negotiation, will be posted shortly after transmission of this synopsis. All responsible sources may submit a proposal which shall be considered by the agency. An electronic copy of the solicitation will be available within the next few months at www.fbo.gov or directly at http://ideas.nbc.gov.
