Description
Expressions of Interest Sought: Succeeding Lease - Albany, NY The U.S. Government currently occupies office and related space in a building under lease in Albany, NY that will be expiring. The Government is seeking to lease a minimum of 3,600 Net Usable Square Feet (NUSF) and a maximum of 4,000 NUSF of office and related space in Albany, NY. The lease term requirement is for term of up to ten (10) years: five (5) years firm with five (5), one (1) year option periods. The VA seeks a full-service lease (all utility, services, janitorial and maintenance costs included in rent).The space must be available for occupancy by September 1, 2014. The delineated area is: Within 8.5 miles from the Stratton VA Medical Center (113 Holland Avenue, Albany, NY 12208) and further bounded by the New York State Thruway on the west and I-787/Hudson River on the east and must be situated in Albany County. Other applicable requirements include: "24 On-site surface parking spaces to include 3 handicapped spaces (1 van accessible handicapped space). All 24 spaces shall be marked "Reserved" for the exclusive use of the VA. "Compliant with American with Disabilities Act "Contiguous space on one floor (preferably the ground floor) "Proximity to public transportation "Proximity to eateries, banks and other commercial stores "Building cannot be within a 100 year flood plain "Specific Information Technology & Security requirements The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. "Net Usable Square Feet (NUSF) to be offered, and expected rental rate per NUSF, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. "Date of space availability to commence tenant improvements "Building ownership information "Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking "Energy efficiency and renewable energy features existing within the building "List of building services provided (lighting, maintenance, shuttle, etc.). The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. Please note: This advertisement is not a solicitation for offers, nor is it a request for lease proposals. A request for lease proposals may be issued by the Department of Veterans Affairs at a later date. Only the information listed above should be provided in response. **Net usable square footage does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code.
