- The 56 th Contracting Squadron (AETC) is seeking information concerning the availability of capable contractors to provide non-personal services for operation and maintenance of Gila Bend Air Force Auxiliary Field (AFAF) and the Barry M. Goldwater Range (BMGR) for the period of 1 Oct 14 through 30 Sep 15 with four one-year options. The purpose of posting this RFI is to locate interested businesses that are experienced in range operations and management services and base operating support (BOS) and capable of performing the requirements at Gila Bend AFAF, AZ. This RFI shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. A formal solicitation will be executed and posted separately at a future date. The Air Force is interested at this point, only in identifying interested and capable contractors for this service as part of the market research effort. The tentative solicitation issue date is to be determined. The Government will award one contract to a contractor that meets the responsibility factors in FAR 9.104-1 to satisfy this requirement. A source selection will be conducted per Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 and Mandatory Procedures (MP) 5315.3 at 56 CONS, Luke AFB, AZ. Contact with Government personnel by potential offerors or their employees regarding this project is strictly prohibited. The contracting officer will endeavor to post all information regarding this solicitation as soon as it becomes available. Comments and information on the following areas are requested: (1) Company Cage Code, DUNS, name, address, point of contact and applicable telephone numbers and e-mail addresses; (2) Approximate annual gross revenue; (3) Any small business status (service disabled veteran owned small business, HUBZone, 8(a), veteran-owned, women-owned, minority business enterprise, etc.). (4) Please provide brief information you feel would indicate your capability to mobilize, manage, and finance a service contract of this magnitude; (5) Indicate if your company primarily does business in the commercial or Government sector; (6) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (7) Indicate which NAICS code(s) your company performs under for Government contracts; (8) Please provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to Gila Bend AFAF, AZ. Request responses be provided no later than 23 Dec 13. The Government is under no obligation to consider information received after 23 Dec 13 as part of the formal market research for this acquisition. The planned North American Industry Classification System (NAICS) code is 561210 (Facilities Support Services) with the applicable small business size standard of $35.5 million in annual gross receipts. An electronic response is the accepted method. Information contained in this sources sought synopsis may be subject to change. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. Requirement: (Note: The description is a summary of the required services and is not intended to be all-inclusive). Description of Services Applicable to all services: Services shall be performed in accordance with (IAW) the objectives and responsibilities outlined in Public Law, DoD Air Force (AF) series directives as well as AETC Wing Base instructions, regulations, plans and applicable equipment and or general support technical orders data. a. Provide all vehicles, equipment, tools, and supplies unless specified in the Performance Work Statement (PWS) as Government furnished or provided. b. Airfield and Manned Range Services. The contractor shall provide Airfield Operations services for all aircraft using the BMGR and GBAFAF complex. The contractor shall provide airfield management and ground support services for all aircraft that land at Gila Bend AFAF to include under emergency conditions. c. Civil Engineering Services. The contractor shall perform all Civil Engineering services to include water and sewer systems, electrical, power production, barrier maintenance, structures, plumbing, pavements and grounds, supply, mechanical and production control operations. d. Fire and Emergency Services. The contractor shall provide fire and emergency services as outlined in AFI 32-2001, National Fire Codes, and all referenced publications to prevent and minimize losses to lives, property, and the environment. The contractor shall provide for fire suppression, rescue, hazardous materials incidents, confined space and high angle rescue, reporting, ambulance and emergency medical services, recurring proficiency training, fire prevention, vehicle and ancillary equipment inspections and operator maintenance. e. Security Forces Services. The contractor shall provide law enforcement operations (chief, shift supervisor, patrol operations, entry control, dispatch), information management (reports and analysis), investigation of minor crimes and incidents, training for assigned personnel, evaluations of personnel and functions, resource protection services, physical security protection services and contingency response in accordance with (IAW) all referenced Department of Defense (DoD), Air Force (AF), Major Command (MAJCOM) and Luke AFB (LAFB) policies, directives, instructions, manuals, supplements, and interim policy changes. Contractor shall obtain and possess a Security Guard Agency License through the Arizona Department of Public Safety. Services shall be performed in an environmentally acceptable manner. f. Logistics Services. The contractor shall perform Vehicle Operations, Vehicle Maintenance, Fuels Management (petroleum, oil, and lubrication (POL), and Supply functions. g. Lodging Services. The contractor shall provide personnel, supervision, and training to perform Lodging services IAW AFI 34-246. h. Air Traffic Control (ATC) Services. The contractor shall control air traffic at Gila Bend AFAF within a horizontal radius of four nautical miles from the center of the airport extending from the surface up to 3000 feet above the airport elevation IAW class "D" airspace, VFR only procedures. The contractor shall provide air traffic services within established priorities to aircraft arriving, departing or practicing approaches to Gila Bend AFAF. i. Custodial Services. The contractor shall perform custodial services in all facilities on Gila Bend AFAF. j. Trash and Refuge Services. The contractor shall establish vehicle routes and collection schedules to provide refuse collection and disposal for Gila Bend AFAF and the BMGR. k. Environmental Engineering Services. The contractor shall perform Environmental Engineering services with the close coordination of Luke AFB Environmental Programs Flight, 56 CES/CEV; Bioenvironmental Engineering, 56 MG/SGPB; and the environmental coordinator assigned to 56 RMO/ESMP. l. Range Maintenance Services. The contractor shall be thoroughly familiar with AFI 13-212 (all volumes), Weapons Ranges, and its supplements before the start of the contract. The BMGR consists of the following: four manned ranges (Ranges One, Two, Three and Four); three tactical ranges, East Tactical Range, North Tactical Range, South Tactical Range and a dart drop area. AFI 13-212 contains further mandatory instructions and illustrations concerning range layout and maintenance. The contractor shall supply all building materials used for the construction and repair of targets on the BMGR. The contractor shall be responsible for maintaining, building, rebuilding and or replacing targets, and all roads. The contractor shall also be responsible for demolition areas on all the above ranges, and the cleanup of all target complexes. m. Biological and Environmental Monitoring Services. The contractor shall provide Biological and related Environmental services pertaining to natural and, occasionally, cultural resources research and management as specified below. Standards and criteria for evaluating performance for these services are listed in the PWS and SDS. The contractor shall be responsible for implementing a Sonoran Pronghorn monitoring program to assure strict compliance with the Biological Opinion for "Use of Ground-Surface and Airspace for Military Training on the BMGR Which May Affect the Endangered Sonoran Pronghorn". n. Disaster Preparedness Planning and Operations. The contractor shall maintain a Disaster Preparedness Program for GBAFAF and the BMGR using AFI 10-2501, and Air Education and Training Command (AETC) and Luke AFB supplements and OPlans. This program and plan shall be tailored to address the resources, capability and mission of GBAFAF and the BMGR. Additionally, the contractor shall comply with the requirements of AETC Instruction 10-205, AETC Exercise Program for planning, conducting, and assessing readiness exercises. The primary objective of this program is to minimize the loss of operational capability of GBAFAF and BMGR caused by wartime contingencies, natural disasters, major accidents or hazardous materials incidents. Small Business (SB) Set-Aside Determination: The Government reserves the right to determine if a SB set-aside is appropriate as well as one of the targeted socio-economic programs (HUBZone small business, Small Business Administration (SBA) subcontractors referred to as "8(a)" contractors eligible under Section 8(a) of the Small Business Act (15 U.S.C. 637(a)), or service-disabled veteran-owned small business), based on responses to this notice and other pertinent information gathered by the contracting officer. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of the operation and maintenance of Gila Bend AFAF and the BMGR effort. The referenced operation and maintenance of Gila Bend AFAF and the BMGR effort are currently being provided under contract. Award date: 01 Oct 2009 Current Estimated Contract Value: $58M.
