Re-Tube Boiler #1, Project No. 542-14-110 THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, "CVE").This requirement is a Request for Proposal and is 100% set-aside for Service-Disabled Veteran-Owned Businesses. Coatesville VA Medical Center is requesting proposals under Solicitation No. VA244-14-R-0131 for the following: remove and replace boiler tubes for Boiler #1, Project No. 542-14-110. Contractor shall completely prepare site for building operations, including removal of existing tubes and accessories, furnish labor and materials, and perform work for the VA Medical Center in Coatesville, PA, in accordance with all specifications and drawings. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about December 5, 2013. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the vendors' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Vendor's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFP will be posted to the website and offerors are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Proposal Site Visit will be held on December 16, 2013, at 10:00 am, EST (Contractors are to meet in Bldg. 19 South Conference Room). While the Site Visit is not mandatory, all offerors, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: toni.barber@va.gov no later than Close of Business, December 19, 2013. No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $250,000 and $500,000, and the NAICS Code is 238220, with a small business size standard of $14 million. Proposals are due on January 6, 2014, by 4:00 PM EST. Award will be made to the offeror that provides a complete proposal pursuant to the preparation requirements set forth in the RFP and is responsive to the evaluation factors established. This procurement is being awarded based on Best Value/Trade-Off Analysis in accordance FAR 15.101-1. Award will be based on best valued tradeoff where non-price factors when combined are significantly more important than price. For evaluation purposes, price will be evaluated on the base bid. Responsibility determination will be made in accordance with FAR 9.1. Note that offers that are rated Unacceptable in any single evaluation factor cannot be selected for award, regardless of Price. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 60 calendar days after receipt of Notice to Proceed. All interested parties MUST be registered in the System for Award Management (SAM) Database, MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov, MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements.
