- The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to solicit a 100% small business set-aside for Systems Engineering and Technical Assistance (SETA) Services for Certification and Accreditation (C&A) of Overarching Information Systems (OIS), Weapons and Fire Support Platforms, and Enterprise Automated Information System Applications (EAISA) under NAICS code 541330. This effort will provide security accreditation support for approximately 420 Certification and Accreditation (C&A) efforts over three years, with approximately 140 efforts projected for each year. The DIACAP, and Army C&A Best Business Practices (BBPs) govern the collateral systems, networks, and enclaves that SEC supports in the role of Army Agent of the Certification Authority (ACA) or as a validator for those systems for other DoD components. Services include providing technical support & recommendations for implementing, verifying, and validating secure architecture, design, and configuration; regulation compliance assessments, meeting and briefing support, and engineering support necessary to the development of a securely configured system to achieve system certification approval to deploy on to the DoD Global Information Grid (GIG). The place(s) of performance will be in Government Facilities located at Aberdeen Proving Ground, MD with CONUS travel required to Government installations. The resultant contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Priced for a three year ordering period. Award will be made on a lowest priced technically acceptable (LPTA) basis. This contract will be competitively awarded to a small-business following the procedures of FAR 19.5, Set-Asides for Small Business, and FAR 15, Contracting by Negotiation. The Small Business size standard for this effort is $35,500,000.00.
