Description
This is a Sources Sought (SS)/Request for Information (RFI) in accordance with FAR 15.201(e). The government does not intend to award a contract on the basis of this request, as such, neither unsolicited proposals nor offers of any kind will be considered in response to this SS/RFI. No contract award will result from responses to this notice, nor reimbursement for any costs associated with providing information in response to this request. The Department of Veteran Affairs, Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified contractors with the capability and resources to meet the Veteran Health Administration's (VHA) requirement. The purpose of this RFI is to gain knowledge of potentially qualified manufacturers and distributors and their size classifications for providing Hypo/Hyperthermia Blankets (disposable) and Systems. These blankets and systems are controlled by medical professionals in order to provide noninvasive heating and cooling therapy to patients. Qualified contractors must be able to provide one of the following: 1) blankets and systems; or 2) blankets or systems to VHA locations throughout the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. The result of this market research will contribute to determining the method of procurement and resultant contract type. Based on the information a determination by the government will be made to issue a solicitation and using the applicable North American Industry Classification System (NAICS) code. At this time, the suggested NAICS code(s) assigned to this procurement are 339112 and 339113. DESCRIPTION OF WORK: Provide delivery of Hypo/Hyperthermia Blankets (disposable) and Systems to VHA facilities located throughout the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. EQUIPMENT IDENTIFICATION/SERVICE: Each vendor must be able to comply with the Minimum Technical Requirements (MTRs) for the blankets and systems listed: a.Hypo/Hyperthermia Disposable Blankets: Intended Use - Disposable blankets are for patient use in the hospital to manage the patient's temperature and comfort during inpatient care. b.Hypo/Hyperthermia System: Intended Use - Systems are to be used with the blankets and allows control of the temperature setting by the patient care management team. Hypo/Hyperthermia Blanket(s) (Disposable) Minimum Technical Requirement (MTR) MTR 1Disposable Single Patient Use MTR 2Latex Use MTR 3Blanket size to 25 x 30 to 25 x 69 inches MTR 4Ability to withstand heating and cooling water by circulating via water driven device MTR 5Must have instruction for cleaning in English MTR 6Adapters with capability to connect the blanket to most brands of water circulating hypo/hyperthermia machines MTR 7Must have leak-free secure connections from blanket to machine MTR 8Must have shut off clamps on both hoses MTR 9Lightweight and remain soft and wrap-capable with low temperatures used Hypo/Hyperthermia System Minimum Technical Requirement (MTR) MTR 1System must be able to cool and warm MTR 2Have a temperature monitoring system MTR 32 hose connection MTR 42 operating modes( automatic and manual) MTR 5Storage Drawer MTR 6Ability to pre-condition the water temperature MTR 7Water temperature continuous display MTR 8Visual/Audible Safety alert system MTR 9Celsius/Fahrenheit scale MTR 10Portable on wheels MTR 11Reservoir capacity 1 gallon or greater PERFORMANCE/DELIVERY: Contractors are responsible for delivery of the Hypo/Hyperthermal Blankets and Systems to VHA facilities located throughout the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. RESPONSE INFORMATION: If your organization/company has the potential capability to provide the blankets and systems, as a distributor or manufacturer, please provide the following information: a.Capability Statement: Please provide a tailored capability statement, specific to this RFI. The response should clearly describe the company's capability to provide both the blankets and systems or ONLY the blanket/systems to possible locations throughout the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. b.Please complete all sections of the "HypoHyper Thermia Blankets - Capability - 22 Nov 13" attached spreadsheet. Response to this SS/RFI must be submitted to VASACDirectorateC@va.gov and Mr. Dennis, Contract Specialist, at james.dennis@va.gov by 1:00 pm, Eastern Standard Time, November 27, 2013.
