- USNS GUADALUPE MAIN PROPULSION DIESEL ENGINE FUEL OIL INJECTORS AND PUMPS The Military Sealift Command Ship Support Unit San Diego (MSC SSU SD) intends to issue a FFP purchase order for the repair/servicing of USNS GUADALUPE's (T-AO 200) Engine Fuel Oil Injectors And Pumps. This is a commercial acquisition. FAR Parts 12 & 13 applY. Period of performance (POP) dates are 9 - 20 December 2013 (FIRM). Quotes are due by 1100 Pacific Time (PT) on Wednesday, 27 November 2013. Award is tentatively scheduled to be made on Monday, 2 December 2013. Search for solicitation document by entering the solicitation number "N40443-14-T-0060" STATEMENT OF WORK WORK ITEM 201: MAIN PROPULSION DIESEL ENGINE FUEL INJECTORS OVERHAUL (VR13-0027) 1.0 ABSTRACT 1.1 This work item describes the overhaul of the Main Propulsion Diesel Engine Fuel Injectors. 2.0 REFERENCES/ENCLOSURES: None 3.0 ITEM LOCATION/DESCRIPTION/QUANTITY 3.1 Location/Quantity: 3.1.1 Location: Engine Room, 4-70-0 3.1.2 Quantity: Twenty three (23) Fuel Injectors 3.2 Description/Manufacturer's Data: 3.2.1 Description: Fuel Oil Injectors for Main Propulsion Diesel Engine 10PC4.2V570CCW 16,500 HP Port 3.2.2 Manufacturer's Data: Fairbanks Morse Engine (FME) 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None 5.0 NOTES 5.1 The Contractor and all sub-contractors regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors must comply with all applicable GTR. 5.2 The Contractor and all subcontractors regardless of tier are avsided to review other work items under this contract to determine their effect on the work required under this work item. 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional. 7.0 STATEMENT OF WORK REQUIRED 7.1 Arrangement/Outfitting: 7.1.1 OEM-authorized contractor to provide labor, materials, approved Colt-Pielstick facility, transportation and other services to accomplish this work item. 7.2 Structural: None 7.3 Mechanical/Fluid: 7.3.1 OEM-authorized contractor to overhaul twenty three (23) fuel injectors including but not limited to complete disassembly of injectors, inspection for wear and damage, and mating surfaces are to be ground to a parallel mirror finish to prevent tip to holder leakage. 7.3.2 Provide "as found condition report" to MSCREP. Additional replacement parts and work required is subject to a change order. 7.4 Electrical: None 7.5 Electronics: None 7.6 Preparation of Drawings: None 7.7 Inspection/Test: 7.7.1 Injectors are to be tested for dribbling and leakage and set at the repair facility to 300-350 bar popping pressure. 7.8 Documentation: Provide "as released condition report" delineating parts replaced, work accomplished, and certificate of testing to the MSCREP and Chief Engineer. 7.9 Painting: None 7.10 Manufacturer's Representative: 7.10.1 Authorized OEM-Contractor by FME/Colt Pielstick 8.0 GENERAL REQUIREMENTS: None additional. Additional replacement parts and work required is subject to a change order. 7.3.3 Reassemble and perform calibrated adjustment of the pumps. 73.4 Deliver reconditioned injection pumps to vessel as bulkhead spare ready for service. 7.4 Electrical: None 7.5 Electronics: None 7.6 Preparation of Drawings: None 7.7 Inspection/Test: 7.7.1 Contractor to perform shop operational test of the injection pumps recording performance for ship's force records. 7.8 Documentation: Provide "as released condition report" delineating parts replaced, work accomplished, and certificate of testing to the MSCREP and Chief Engineer. 7.9 Painting: None 7.10 Manufacturer's Representative: 7.10.1 Authorized OEM-contractor by FME/Colt Pielstick 8.0 GENERAL REQUIREMENTS: None additional. SHIP & BASE ACCESS (SEP 2013) Vendors are responsible for correctly submitting forms/applications. Vendors are encouraged to monitor email using "Request a Read Receipt" function and to confirm receipt of facsimile transmissions. Due to enhanced security measures, ship and base access is required for pre-award ship visits (e.g. ship-check) and for contract performance. Specifically the following permissions are required: 1. El Paso Intelligence Center (EPIC) personnel screening requirement 2. Base/Repair Facility Access Request 3. Vehicle Access Request 4. Ship Access List (vendor-provided) All forms are available for download on the MSC contracts webpage at http://www.msc.navy.mil. Click on "Contracts" in the upper right corner. Click on "Online Library of Common Documents" for all forms. EPIC: Required for access to MSC vessels. Complete EPIC form strictly adhering to format requirements. For CONUS East and Gulf Coast repairs, forward request to msc.norfolk.epic@navy.mil and for CONUS West Coast and HI repairs, forward to MSC.SSUSD.EPIC@navy.mil EPIC personnel screening requests are desired seven calendar days prior to performance start date. Requests will be managed as expeditiously as circumstances permit. Vendor will be notified by MSC of personnel who are denied access to the vessel. Base/Repair Facility Access: Permit is required to access Navy facilities. Base/Repair Facility Access Request is desired seven days prior to ship check or performance start date. Submit forms per the document instruction and to the Port Engineer. A courtesy copy (CONUS West Coast performance locations only) to Ermanno Magliulo, Engineering Director, at ermanno.magliulo@navy.mil will be appreciated. RAPIDGate® is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico. Vendor is responsible to acquire RAPIDGate® status and destination base individual access badge(s) activation prior to performance start date. Delays that may result from inadequate planning are contractor responsibility. Vendor instructions and program information is available at http://www.RAPIDGate.com or tel. 877.727.4342. RAPIDGate® access requires (in succession) (1) Individual Base Commander approval for vendor to access base, (2) Successful vendor RAPIDGate® company annual enrollment, (3) Company employee individual enrollment and possession of RAPIDGate® identification badge for single base or multiple base (enterprise) access. Vendor is responsible to confirm that each employee held annual RAPIDGate® badge is active for the specific facility and performance period in accordance with RAPIDGate® User Agreement (http://www.RAPIDGate.com). Enclave Access request may be selected on the "Naval Base Point Loma (NBPL) Access Request Form." Vehicle Access: Required for vehicle access to Navy facilities. Follow supplemental instructions on Base Access forms or base-specific vehicle access forms. Ship Access List (Vendor-Provided): On company letterhead attachment via email, the vendor is required to provide the ship master (courtesy copy the Port Engineer) with an accurate, current list of performing personnel prior to being admitted aboard the vessel.
