- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Brief Summary and Description of Services. See attachment for all details. This is a Small Business Set-aside. A. The Montana Army National Guard anticipates purchasing catered/Food Service meals in accordance with this PWS for specific dates ranging between 16 December 2013 and November 2014. The intent is to have a vendor provide a high quality, hearty and filling meal cooked under commercial standards. The meals should be well balanced for nutritional value while providing variety and proper daily caloric needs. B. The Government will award a contract resulting from this solicitation to the responsible Contractor whose offer conforming to the solicitation will represent the best value to the Government. The best value determination will be made by evaluating the contractor's offer based on Price and Past Performance, where Price and past Performance are approximately equal. C. Contractors shall submit no more less than three (3) Performance questionnaires for projects of similar size and scope. See Exhibit A for Performance Questionnaire. Questionnaire needs to be sent to Contract Specialist, Jodi Zolynski via email (Jodi.l.zolynski.mil@mail.mil) by the person who fills questionnaire out. D. Contractor shall also submit their statement of work including their proposed example menu for the period of performance with caloric values of all planned meals. E. Suspense date for questions is 2 December 2013, at 12:00 PM EST. Questions and answers will be posted within 2 days. F. Proposal Due NLT 12:00PM EST, 06 December 2013. Will Accept ONLY emailed proposals on or before the suspense date and time. G. Line Items (also called CLINS) 0001 through 0003 are presently funded. The remaining line items (0004-0024) are contingent upon availability of Funds. H. Pre-Performance Conference: Contractor will be required to participate in a pre-performance meeting with government personnel no later than 5 business days after award. Participation by teleconference is acceptable.
