Description
NASA/MSFC has a requirement to further the expansion of the Regional Visualization and Monitoring System (SERVIR) in the Himalaya region. NASA/MSFC seeks to continue the SERVIR project with its implementing partner for the Hindu Kush-Himalayan (HKH) region and continue the development of science applications and tools, strengthen hub infrastructure and improve Geospatial Information Technology (GIT) capabilities in member countries, conduct training and capacity building, and execute other activities aligned with those delineated in the work plan. <p> NASA/MSFC intends to purchase the items from the International Centre for Integrated Mountain Development (ICIMOD).Competition is impractical for the following reasons: <p> 1. ICIMOD is based in Kathmandu, Nepal and has been operational since 1983. ICIMOD is a regional knowledge development and learning center serving the eight regional member countries of the Hindu Kush-Himalayas Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. ICIMOD supports regional transboundary programs through partnership with regional partner institutions, facilitates the exchange of experience, and serves as a regional knowledge hub. As such ICIMOD satisfies the United States Agency for International Development (USAID)s requirement for an established regional institution. <p> 2. USAID has already made a significant investment in the infrastructure at ICIMOD with the installation of USAID funded equipment (hardware and software) to build capacity to satisfy the technical requirements. <p> 3. Funding was provided to NASA from USAID under a Participating Agency Program Agreement (PAPA). USAID approved ICIMOD for hosting and operating the SERVIR-Himalaya system, and supports continuation of ICIMODs engagement. <p> 4. This procurement serves as a follow-on to Contract No. NNM10AA18C. An immediate start is necessary to avoid an interruption of activity and unrecoverable schedule and project implementation impacts. <p> 5. SERVIR is a high-visibility project at NASA/MSFC, NASA/HQ and USAID. It is also a model implementation of the Global Earth Observation System of Systemsa multinational effort to build an earth observation system. This level of visibility further supports the need to continue engaging an institution such as ICIMOD that is well recognized in the geospatial community. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, December 6, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
