- Description
- NASA/GRC has a requirement for the necessary extension of the current contact for Facility, Operation, Repair, and Maintenance services (FORM) at the NASA Glenn Research Center, Cleveland, Ohio 44135.The work effort includes preventive maintenance; Reliability-Centered Maintenance (RCM); emergency, urgent and routine trouble calls; minor service requests; operation of the centralized steam plant and outlying boilers; operations and maintenance of high voltage electrical distribution systems; operations and maintenance of fire, security and safety alarms and systems; operations and maintenance of HVAC systems and equipment; structural maintenance; repairs and minor modifications; and snow removal. NASA/GRC intends to purchase these services from Call Henry, Inc. due to a GAO protest of the follow-on award. This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304(c)(1), as only one responsible source and no other supplies or services will satisfy the requirement. A modification to the existing contract is intended in order to avoid disruption of O&M services as well as to provide continuity of services and avoid unacceptable delays and significant cost to the Government; an award to other than Call Henry, Inc risks the degradation of the structural integrity overall facility operating systems, and Life safety systems. The performance period for this extension of Facilities, Operations, Repairs and Maintenance (FORM) services will be no longer than six months beginning on December 1st, 2013. The value of this extension is estimated not to exceed $9 million. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 25, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
