- Description
- The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management, on behalf of the Microanalysis Science Division, intends to enter into a sole source purchase order with PulseTor LLC of Pennington, NJ, under the authority of 41 USC 253(c)(1) - Only one responsible source - for the analysis and repair of two MAXIM 30 Premium 132 Silicon Drift Detectors. The PulseTor detectors are components of a NIST owned TESCAN MIRA-3 Field-Emission Scanning Electron Microscope. The SEM is a core tool for accomplishing material and particle micro-analytical characterization, which are core competencies of the Microanalysis Group within the Surface and Microanalysis Science Division. The repair of the failed detectors is necessary to ensure that the instrument is available to service internal and external NIST customers in a timely manner. Sole source is based on the following: The internal designs and repair procedures are proprietary to PulseTor LLC. As such, no other vendor has access to the proprietary information that is required to repair the detectors. PulseTor has no authorized distributors. Moreover, all PulseTor detectors must be serviced at PulseTor's facility. The North American Industry Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance; the Small Business Size Standard is $19.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by December 6, 2013, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
