Description
1. This is a combined synopsis/solicitation prepared in accordance with Simplified Acquisition Procedures (SAP) under Part 13 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; no further written solicitation will be issued. The solicitation number FA8734-13-R-0001 is issued as a Request for Quotation (RFQ). The Air Force Life Cycle Management Center, Human Resources Systems Contracting Division (HIBK), Joint Base San Antonio (JBSA)-Randolph, intends to award a Firm Fixed Price purchase order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-64 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20121231. The clauses and provisions referenced in this solicitation may be obtained in full text form at FAR Site, http://farsite.hill.af.mil. 2. The North American Industry Classification System (NAICS) code is 611420 - Computer Software Training. The size standard is $10,000,000.00 IAW FAR 52.219-1, Small Business Program Representations (Apr 2012). Those interested firms must indicate whether they are a small, small-disadvantaged, 8(a), veteran owned, service disabled veteran owned or women owned business and whether they are U.S. or foreign owned. 3. Description of items: This requirement is for 145 each Hewlett Packard Software 1 EDU Training Unit Non-prepay service - UFT120 (Unified Functional Testing 11.5 Essentials) and 27 each Hewlett Packard Software 1 EDU Training Unit Non-prepay service - ST120 (Service Test 11.x Essentials). Delivery will be FOB Destination to AFLCMC/HIBG 1960 1 st Street West, Building 977, Randolph AFB, San Antonio, TX, 78150-4453. Inspection/acceptance will be made at destination. Desired delivery date for UFT 120 is 9 - 13 December 2013; desired delivery date for ST 120 is 16 December 2013. 4. The Government will award a single purchase order resulting from this RFQ to the responsible offeror whose offer represents Lowest Price Technically Acceptable offer. Technical acceptability will be based on meeting the training specifications for UFT120 and ST120 (training specifications can be found at http://h20546.www2.hp.com/main/training/course_list.cfm?ProductID=14&filtertype=all&sitepick=US ) as well as the proposed delivery schedule. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Item; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. 5. Quotes must be received by Nov 26th, 2013, 12:00 PM, CST. Submit quotes electronically to Capt Emily Arthur at emily.arthur@us.af.mil. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Buyer/Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
