Description
This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential businesses. The Government may use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers, Portland District is seeking sources for the design, build, supply, and test of a Passive Integrated Transponder (PIT) tag detection system at Foster Dam, on the South Santiam River, Oregon under NAICS Code 541712. The detection system would be placed within the modified overflow fish weir and detect outmigrating juvenile salmon and steelhead implanted with FDX-B PIT tags. The contractor will be required to design, build, install, and test the PIT detection system for the Foster Dam fish weir. The contractor will install the PIT detection system on the fish weir at Foster Dam and test its functionality. The interrogation platform must be integrated into the existing PIT Tag Information System (PTAGIS) database and shall meet the following criteria: -Support for multiple antennas -Dynamic antenna auto-tuning -Adjustable antenna output power -Detection of ISO-compliant FDX-B and HDX PIT tags -Automatic system performance diagnostics using a virtual tag test -LCD graphical display -Configurable non-volatile setup and reporting parameters -Non-volatile internal memory for storing up to 16MB of real-time information -Multiple USB ports; for data logging to an external flash/memory drive and for local operation -Ethernet and fiber optic ports -Synchronization capability with other readers -DC power input -Field upgradeable firmware The antenna(s) will be placed within the existing steel weir structure and must meet the following criteria. -PIT antenna(s) and associated structures shall not significantly alter passage conditions over the weir for salmonids. -The system(s) should be quote mark bolt on quote mark or quote mark slide in quote mark system(s) that can be safely and easily installed and/or removed. -The exterior shall be smooth, having an average surface finish of not greater than 125 micro-inches and be free from obvious seams, dimpling, and bulges. -The antenna housing shall be suitable for containing PIT tag antenna loops and the cabling to drive the antenna. -The antenna(s) shall be configured to provide the optimum detection efficiency and reduce/eliminate dead spots within the antenna opening. -The antenna(s) housing shall be fabricated from an appropriate thickness of thermoplastic. -Antenna(s) buffering from existing metal imbedded in concrete shall be accomplished by use of ferrite tiles and shielding. CAPABILITES The contractor must meet the following criteria: -Previous experience in design and installation of high performance PIT-tag detection systems at hydropower facilities. -Previous experience designing, testing, fabricating, and installing antennas and interrogation systems that meet all of the criteria listed above. -Established testing protocol to verify structural integrity of antenna housing. -Ability to verify system performance in RF room designed to prevent interference from frequencies that impact detection of PIT tags that operate at 134.2 kHz. RF room must have filtered power supply and be of adequate size for testing antennas appropriate for the Foster Dam modified spillway fish weir. -Schedule: The Government intends to advertise a solicitation for this project in early December 2014 and award the contract in early January 2014. The PIT detection system must be installed No Later Than (NLT) 15 March 2014 and fully implemented NLT 31 March 2014. Submission Requirements for Responses to This Sources Sought Synopsis 1. A statement of your intent to submit a proposal for this project if it is formally advertised. 2. Name address, phone and point of contact of firm. 3. CAGE Code, DUNS number, or a copy of your System for Award Management (SAM) information. 4. The category of small business, such as 8(a), HUBZONE, or SDVOSB if applicable. 5. Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work by addressing the items listed in the CAPABILITES section. This should include documentation of past specialized experience and technical competence in designing, fabricating, testing and installing similar products under similar conditions, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than five pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Proprietary, classified, confidential, or sensitive information should not be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. If inadequate responses are received, this solicitation may be issued for full and open competition. At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOps) website. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website.
