- Notice of Intent Biomark, Inc 705 S. 8th Street Boise, ID 83702 The U.S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedure, and FAR 6.302-1, "Only one responsible source and no other suppliers or services will satisfy agency requirements" for the acquisition of an antenna array system at Clear Creek, Idaho. The Idaho Fishery Resource Office is responsible for monitoring and evaluation of the Kooskia NFH spring Chinook production program and the Dworshak NFH summer steelhead production program. The presence of a PIT antenna array in Clear Creek will enhance the ability to estimate adult returns, straying and trapping efficiency. The array must be able to withstand unpredictable high flows infused with debris, both large and small. As such, the array will need to sit within the substrate, not on top of the substrate and be constructed of durable fiberglass coverings to protect the antennas. Biomark stout antenna array systems are the only know array systems that demonstrate high level of success while maintaining interrogation efficiency. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The size standard is 750 M. The Universal Product Code for this procurement is N070. Any firm that believes it is capable of meeting the USFWS requirements may submit a response no later than 12/06/2013, 1500 PS to be considered. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
