- The U.S. Department of Energy (DOE), Office of Energy Information Administration (EIA), intends to award a sole source contract to Paragon Decision Technology INC. This award will be for one (1) year. To acquire AIMMS Development Network 30 user + CPLEX. The acquisition consists of annual software license maintenance and technical support for 30 simultaneous copies of the optimization modeling software and an optimizer known as AIMMS+CPLEX. The software is used to represent and develop models integrated into the agency?s National Energy Modeling System (NEMS).The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capabilit y statement and pricing information for the requirement within seven calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
