Description
The Project consists of the construction of a 200-member Army Reserve Center (ARC), and an attached Organizational Maintenance Shop (OMS). The Base Bid for the training building (approximately 36,500 sq ft) and the attached OMS building (approximately 9,200 sq ft) will be permanent construction with reinforced concrete foundation, concrete floor slabs, structural steel frame, brick veneer with Insulated Concrete Forms (ICF), low-slope roof, mechanical and electrical systems. The training building and OMS will be designed for maximum energy efficiency. Supporting facilities will include paving, fencing, site improvements, and extension of utilities to service the Project. Force protection (physical security) measures will be incorporated into the design, including maximum feasible standoff distance. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distance cannot be maintained. Accessibility for the disabled will be provided. Formal LEED v3.0 silver GBCI certification is required. The base bid will also include widening and improving Highway 24/40 which runs in front of the project site. The improvements will consist of the addition of acceleration and deceleration lanes and the addition of a left turn lane. An entrance into the ARC will also be constructed off of Highway 24/40. OPTIONS: OMAR funded collateral equipment for All Primary Facilities. Bona Fide Need OMAR funded collateral equipment for All Primary Facilities. Concrete Paved Military Equipment Parking. Construct High / Low Ramp Construct a Wash Bay Construct Concrete Drives Provide and Install PV Collectors Provide and Install a Bridge Crane in the OMS. Provide and Install Additional Landscaping. Provide and Install Rubber Tile in lieu of Vinyl Composition Tile (VCT). Provide and Install Jiffy Lube System in the OMS. Construct an Unheated Storage Building (UHS) including slab-on-grade, metal wall panels, standing seam metal roof, metal deck, pre-engineered structural steel frame, insulated sectional overhead doors, insulated exterior metal doors, interior and exterior lighting, passive ventilation, communications, electrical work, site work, and utilities. Construction POV Asphalt Parking Lot Provide and install CFCI OMAR funded equipment in the UHS. Provide and install CFCI bona fide need OMAR funded equipment. The target ceiling for contract award is approximately $11,232,000. Offerors are under no obligation to approach this ceiling. Furniture is NOT included in this contract. The Estimated Cost Range is between $10,000,000 and $20,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Relevant Experience and Past Performance of the Prime Contractor; Management Plan; Safety Information; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This is a 8A COMPETITIVE SET-ASIDE procurement. Size Limitation is $33.5M. The solicitation will be available by download from the Internet only. NAICS code is 236220. Contract duration for construction is 525 calendar days. The approximate issue date is 9 December 2013 and the approximate closing date is 8 January 2013 at 2:00 PM Eastern time. The official closing date and time will be included in the solicitation.
