Description
The Department of Agriculture (USDA), United States Forest Service (USFS), anticipates soliciting for Heavy Equipment for Regions 2 & 4 - Rocky Mountain and Intermountain (Great Basin) Regions. The solicitation number is AG-82X9-S-14-7001. The purpose of this Request for Quotations (RFQ) and any resultant Agreements is to acquire the services of operated Heavy Equipment (Dozers, Excavators, and Transports) for use on a Local, Regional, and Nation-wide basis. The Agreements will be competitively awarded by Dispatch Centers within the advertised Regions. These areas consist primarily of the following locations: Wyoming, Colorado, South Dakota, Nebraska, Kansas, Utah, Idaho (South of Salmon River), Arizona (Arizona Strip District), Nevada, and part of the Humboldt-Toiyabe National Forest in California, and a portion of Lake Mead National Recreation Area in Arizona and communities adjacent thereto. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents. The Incident Commander or responsible Government Representative is authorized to administer the technical aspects of this agreement. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a total Small Business set aside under NAICS 115310 Support Activities for Forestry. The Small Business size standard is $17.5 million. Only Small Businesses (with active SAM account verifying small business status under advertised NAICS) will be considered for award. If response to the Solicitation is determined to be too low to be advantageous to the Government, no awards will be made. 1) Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Level 2 eAuthentication information is available at the following website: http://www.fs.fed.us/business/incident/eauth.php. 2) This solicitation will be utilizing the VIPR Vendor Web Application and can be found at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php 3) NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. All quotes are submitted electronically through the VIPR Vendor Web Application to be considered for award. 4) Vendors must be registered and have an active account within the System of Award Management (SAM) with Online Representations and Certifications Application completed at http://sam.gov. 5) The solicitation will only be available electronically and will be posted to the FedBizOps website at: http://www.fbo.gov on or about November 22, 2013 with a closing date of February 14, 2014 7:00 AM MST. 6) A pre-quote information meeting will be January 13th at the R2 USFS Headquarters located at 740 Simms Street Golden, CO 80401. Participation is not mandatory or necessary to submit a quote. The meeting will be from 0900-1000. POC for the meeting is Kim Luft. There is controlled access to the building so please bring ID for security to issue a badge. All notes from meeting will be published to solicitation.
