- The purpose of this Request for Information (RFI) as Sources Sought is to conduct market research which will be used to formulate an acquisition strategy to provide professional developmental training for Wilderness First Responder Refresher course at our facility as required by The Atmospheric Turbulence and Diffusion Division (ATDD) of the National Oceanic and Atmospheric Administration (NOAA). NOAA/ATDD conducts research and development in the fields of air quality, atmospheric dispersion, climate, and boundary layer science. The purpose of this action is to provide ATDD staff with Wilderness First Responder Refresher course. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a Small Business, relative to the NAICS code. The Atmospheric Turbulence and Diffusion Division are requesting responses from qualified sources. The qualifying NAICS code for this effort is 611430, SIC 8299, FSC U004, with experience with providing Professional and Management Development Training for Wilderness First Responder Refresher training. The contractor will provide local, on-site, training to approximately 15 - 20 staff members during the week March 17 - 21, 2014. Due to strict travel calendars of staff members, dates are not flexible. The contractor shall provide personnel, tools, materials, supervision, and other items required to conduct the training session. Each training attendee is required to have a certification of completion of twenty four hours of instruction that meets and/or exceeds all Tennessee and National Registry CEU hourly requirements to be provided by the contractor. The period of performance of this Delivery Order shall be for the Base Period from Date of Award through March 21, 2014. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the 10 page limit); (3) Citation of any current or past customers (i.e., within the past three (3) years) to include contract number, point of contact telephone number or e-mail address; (4) Link to respondent's General Services Administration (GSA) contract or attached file of same, if applicable (product or service must be 100% available from the offered schedule), (5) sample training material of relevant nature, and (6) other material relevant to establishing core competencies of the firm. The Atmospheric Turbulence and Diffusion Division is neither seeking proposals nor accepting unsolicited proposals. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
