Description
This is a Pre-Solicitation notice (synopsis) for a full and open competition entitled "Advanced Crash Analysis and Federal Outdoor Impact Laboratory (FOIL) Technical Support Services." The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA) has a requirement for onsite and offsite technical research support services to develop and promote knowledge and technologies for advanced crash analyses to improve highway and vehicle safety and infrastructure security, address complex technical program issues, and manage the FOIL and related resources onsite at FHWA's Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. Managing and use of FOIL will require onsite staff (at Government site in McLean, Virginia). Other activities will be performed by staff offsite (at Contractor's site). Under this planned contract, the Contractor shall furnish non-personal technical crash analysis and transportation engineering research support services in support of the Advanced Crash Analysis Program of the Federal Highway Administration (FHWA), Office of Safety, Research and Development (HRDS), Roadway Departure Team. The Contractor shall, as needed and as defined by task orders: (1) provide on-site support to operate and manage the FOIL at TFHRC; (2) conduct research support services on-site or off-site as appropriate; (3) conduct of crash and impact testing; (4) analyze technical, deployment, logistical, and administrative issues and provide technical advice, recommendations, and technical support to the FHWA; (5) develop and apply modeling and other analytical techniques, which may involve considerations of all types of vehicles, different roadway and roadside conditions, varying impact conditions (e.g., speed and angle of crash), and various occupants; (6) maintain and expand the repository of knowledge that has been compiled, and shall support and coordinate programs and activities related to the following: developing Finite Element (FE) models, crash simulations, and other items to analyze the potentials for new design concepts for safety hardware; product engineering; conducting field tests and evaluations; marketing; and delivering safety products and technologies. The solicitation will be released and available electronically at http://www.fedbizopps.gov under Solicitation Number DTFH61-14-R-00003. Interested parties may register at the aforementioned FedBizOpps site under the cited Solicitation Number to receive any relevant notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the solicitation package. FHWA estimates release of a solicitation on or about December 13, 2013 with an estimated proposal due date of January 30, 2014. Estimated award is April 30, 2014. See solicitation when released for actual proposal due date. NOTE: FHWA will hold a Pre-proposal Conference and Site Visit on January 9, 2014, from 10 am to noon at FHWA's Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. The purpose of the meeting is to allow potential Offerors and interested parties to view the FOIL, view the facilities, and ask questions. FHWA officials will present and discuss the procurement process and requirements for this procurement, as well as answer relevant questions from interested parties. Attendance at the Pre-proposal Conference and Site Visit is not mandatory in order to submit a proposal under this solicitation. Offerors may submit proposals under this solicitation even if they have not attended. To attend the Pre-proposal Conference and Site Visit, you must RSVP by January 6, 2014 by emailing Sarah.Tarpgaard@dot.gov the following information: (1) Company Name and Address; and (2) Names and Titles of all Attendees in your Party. If necessary, the Government reserves the right to limit the number of attendees from a party. The FHWA anticipates making one contract award to perform the work. The FHWA anticipates awarding one IDIQ contract to include Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) task orders. Estimated period of performance is five years. Task orders may include option periods. This is a re-procurement of an existing requirement currently being performed by The George Washington University under Contract No. DTFH61-09-D-00001 awarded in 2008 as a result of a full and open competition. The NAICS code for this planned acquisition is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), which has a threshold of 500 employees.
