- SOURCES SOUGHT NOTICE DOL DOL141RI20732 RENOVATION PROJECTS AT BUILDING 19 TONGUE POINT JOB CORPS CENTER, ASTORIA, OREGON THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). THE RFP RESULTING FROM THIS SOURCES SOUGHT NOTICE WILL BE ISSUED SEPARATELY AND ADVERTISED ON THE Federal Business Opportunities Website ( https://www.fbo.gov ). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). PROJECT INFORMATION : The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business design-build contractor to perform investigation, design services, construction document preparation, construction services, and construction administration services for structural repair work in Building 19 (Medical/Dental) at the Tongue Point Job Corps Center, Astoria, Oregon. The renovations and alterations are to address structural issues involving the foundations, exterior masonry walls, and a metal fabricated stairway, as well as improvements to the concrete driveway, landscaping, and site drainage. In addition to design services, the work includes design and construction to all miscellaneous items associated with the work above. SUBMISSION REQUIREMENTS: All interested general contractors shall include within their Capabilities Statement package, the following information concerning their firm but not limited to: their company's name, DUNS number, business address, telephone number(s), and small business type/status. Your statement of qualifications must provide sufficient information that will demonstrate the experience of your firm in the following areas : 1. Current or previous projects that are similar in scope and value to the work required under this project. 2. Cost control, project schedule and safety quality control procedures 3. Experience in federal or public sector construction projects 4. Project Tools/Software 5. Experience in the following specialties: Structural, Civil, Architectural, Geotechnical, Concrete, Masonry, and Helical Piles Sources Sought Pertinent Factors for Consideration of Qualifications Previous Projects of Similar Scope and Value - Design-Build renovation projects and a proven record of completing at least two projects of similar scope with a constructed value between $100,000 and $250,000 within the last five years. Project Location - Completion of three or more renovation projects in the Northwest United States in the last five years indicating familiarity with local conditions and subcontracting community. Cost control, project schedule, safety and quality of work - Completion of projects with a record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time and on or below budget. Contractor has established Safety Quality Control procedures and protocols which are consistently applied to all projects. Government Experience - Public sector projects over last 5 years. Project Manager and a Superintendent have a proven record working on projects with the Federal Government. Project Tools and Software - Utilization of project management tools and software. Tools and software used are of current industry standards - indicate project management tools and software employed on projects. Firms must be capable of producing the design documents on AutoCAD release 2008 or higher. Examples of experience working as a Project Team Capability responses should include experience in the logistics in working with a Project Team, construction schedule, and budget. Each project listed is to include: •a. A brief scope (description) of the project, •b. Location of project, •c. The dollar value of the project (award amount and final contract amount), •d.
