Description

The Department of Veteran Affairs (VA) is issuing a Sources Sought Notice as a market survey and is NOT a Request for Quote/Proposal. The intent of this Sources Sought Notice is to identify potentially capable, and preferably, local area Small Businesses - U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Businesses, Woman-Owned Small Businesses, Economically Disadvantaged Woman-Owned Small Businesses and/or Service-Disabled Veteran-Owned Small Businesses. However, this does not preclude other than small businesses from response with their technical capability statements. The North American Industry Classification System (NAICS) Code is 424720 Petroleum and Petroleum Products Merchant Wholesalers (except Bulk Stations and Terminals) with a Small Business Size Standard of 100 employees. Responses shall be brief and not-to-exceed five (5) pages. The VA Hines Information Technology Center (HITC) located in Hines, IL is seeking the aforementioned sources with current capability to provide generator fuel delivery and associated service to deliver fuel to HITC's underground storage tank. The following are the specifications: a) Quantity: 4,600 gallons b) Fuel Type: Diesel c) Grade: No. 1-D d) Lubricity, Cleanliness, Cetane Index, API Gravity, Density & Relative Humidity must all meet ASTM D 975 specification range. No reimbursement will be made for any costs associated with providing technical capability statements in response to this notice or any follow-up information requests. This notice does not constitute a Request for Quote/Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Please include the following within the brief technical capability statement: (1)Capability Statement (2)Socioeconomic Designation (3)Designated Local Area (4)Duns and Bradstreet Number (5)Existing Contractor Contracts/Agreements, Contract Information and Contract Type (i.e. DLA, GSA Contract) (6)Do not include pricing; but additional relevant information to industry standard related to this requirement such as fees (i.e. delivery, handling, hazardous material, etc.) (7)Contractor Registered in www.sam.gov? Email responses will only be accepted via Wendy.Kwong1@va.gov. Responses to this Sources Sought Notice are due no later than Friday, November 29, 2013 by 11 a.m./EST Standard Time.
