Description
Special Research Study Army Corps of Engineers and St. Croix Rivers, St. Croix National Scenic Riverway, solicitation number P14PS00066. The North American Industry Classification System (NAICS) code is 541720 and the Small Business Size Standard is $19M (average gross revenue for the last three (3) years), due on or about January 17, 2014, POC Tonya Bradley, Contracting Officer, 402-661-1656, tonya_bradley@nps.gov. The purpose of this study is to research and document the work of the Army Corps of Engineers between 1870 and 1975 on the St. Croix and Namekagon Rivers. The study will provide an overview as well as details including copies of original material that have interpretive potential. The final outcome should be a document identifying the proposed and actual modifications (wing dams, jetties, dams, bank improvements, etc.) and the years they were undertaken, and map(s) showing the locations and types of modifications. Topics such as public response to the river modifications, the conflict with logging interests, the proposed canal and other efforts should be discussed. The permitting function of the Army Corps need not be included unless it involves modifications to the rivers. (e.g., wing dams yes, docks no.) A trip to the National Archives Records Administration (NARA) in Kansas City will be required to accomplish this task and a trip to Washington D. C. may be an option. Documents gathered already by the Riverway will be provided. All proposals will be evaluated from the following criteria: 1. Technical 2. Past Performance 3. Cost (details for evaluation criteria will be provided upon issuance of the solicitation). This project will be awarded under a single firm-fixed price contract. The period of performance is 12 months from issuance of notice to proceed. This solicitation is a small business set-aside pursuant to FAR 52-219-6. The solicitation package will be issued on or about December 11, 2013 with approximately 30 days response time. Hard copies of the solicitation will NOT be issued. Solicitation packages may be obtained via FedBizOpps.gov. Active registration in SAM (System For Award Management) is mandatory to be granted an award. Any bidder, not yet registered, may do so via the internet at https://www.sam.gov by following the online prompts/instructions.
