- This announcement is a Market Survey / Request for Information for the purpose of soliciting statements of interest and capabilities from interested vendors. The Federal Aviation Administration (FAA) has a need for instructional services to support Air Traffic Controller (ATC) workforce training. This requirement includes training support to the FAA Academy and approximately 300 FAA facilities nationwide. The FAA has a continuous requirement for air traffic controller training to maintain a well-trained and fully-staffed ATC workforce. This training is composed of classroom, laboratory/simulation and refresher training environments. This requirement includes contractor augmentation of FAA resources planning and performing ATC training and training related services. The FAA CTC requirement is intended to fulfill three critical FAA needs: 1.Instructional and training services support to 200 to 300 FAA facilities nationwide. 2.Nationwide availability of qualified ATC instructors. 3.Workforce management of over 1,500 instructors and support staff. The FAA ™s current acquisition strategy contemplates awarding a contract to supplement and augment FAA controller training capabilities. This Controller Training Contract (CTC) will provide the FAA with a flexible contract vehicle to provide qualified instructors for variable durations at locations and times determined by the FAA. The goal for this contract is to meet all known FAA training needs while remaining flexible to increase or decrease the service level as required by workforce and budget constraints. Award of this competitive procurement is anticipated to be made as early as the Fall of 2014. Included as Attachment A to this announcement is the draft Statement of Work (SOW) for the CTC acquisition. In order to ensure the forthcoming procurement provides the clearest possible understanding of the FAA ™s objectives, the FAA requests responses from industry which include the following: Interested vendors must provide the following: a.Capability Statement (as defined below) b.Completed Business Declaration Form (Attachment B) c.Copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable) d.OPTIONAL: Interested vendor listing data. Interested vendors may complete and submit the attached (Attachment C) vendor data sheet for the purpose of publicly disclosing their interest in subcontracting / teaming arrangements for this potential opportunity. The FAA will then publish this data at the time of the FAA ™s next update to this opportunity. Inclusion in this interested vendor listing is not a requirement or in any way a precursor for consideration in a future solicitation based on this market survey. Capability Statement: Responses must provide a Capability Statement that addresses the following 1.Describe your firm ™s ability to provide specialized training resources and training staff augmentation resources nationwide on short notice and with varying durations. 2.Describe your firm ™s ability to provide flexible classroom training and simulation support in a residency academic environment such as the FAA Academy in Oklahoma City. 3.Describe your firms understanding and experience with FAA Air Traffic Control training procedures and methods. The contracts must demonstrate the capability to perform similar size, scope and complexity as the work indicated above and in Attachment A. 4.Performance Management: Describe a process to ensure successful performance of the contract requirements. 5.The FAA encourages teaming arrangements. Describe any use of subcontractors; a Joint Venture arrangement, affiliated offerors or an FAA approved Mentor Protégé arrangement to fulfill this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code for this requirement is 611430: Professional Development Training with a small business size standard of $10M This market survey must not be construed as an obligation on the part of the FAA to acquire these items. The FAA will not be liable for any costs associated with the preparation of responses to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. One, some, all, or none of the respondents to the Market Survey/Request For Information may be requested to provide additional information at the option of the Government. No evaluation of vendors will occur and vendor participation in any informational session is not a promise for future business with the FAA. Information obtained from this Market Survey will be used to support the development of an acquisition strategy for air traffic controller training The interested vendor ™s response must be submitted no later than 2:00 P.M. local time on December 23, 2013. All responses to this Market Survey must be in writing, on company letterhead, limited to no more than 15 pages and include a completed Business Declaration Form (Attachment B). The Business Declaration Form is not included in the page limit. Any proprietary information submitted will be protected if appropriately marked. However, information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.
