- The US Army Corps of Engineers, Walla Walla District, intends to procure specialized services on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR Subpart 13.5 procedures. These services are in support of the on-going development of the Inland Avian Predation Management Plan that includes research, monitoring and evaluation of avian predation on salmonid smolts within the Federal Columbia River Power System. The US Army Corps of Engineers, Walla Walla District, intends to enter into a firm, fixed-price contract with Oregon State University - US Geological Service Cooperative Fish and Wildlife Unit (OSU-FWU). Previously, OSU-FWU was awarded contract W912EF-13-C-0008 on 11 March September 2013 with the period of performance ending 14 March 2014. This is a follow-on requirement. The NAICS code for this procurement is 541712 with a size standard not to exceed 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, responsible sources that believe they can meet the requirement may submit a capability statement by 09 December 2013, 1:00pm PST, which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
