- DESCRIPTION This is NOT a pre-solicitation notice pursuant to FAR Part 5, but a Sources Sought market survey to identify sources that are capable of providing specialized equipment and engineering services to the 96 TW for Small Unmanned Air vehicle Systems (SUAS) services to support Test Missions. The primary Missions will be conducted over both the Land and Water Ranges of the Eglin Complex. The Missions will be conducted in Restricted Air Space R2915A, R2915B, R2914A, and R2919A and Warning Areas W151A to W151F. At times there may be requirements to support Test Missions at other test and training ranges. REQUIREMENTS The system should be self-contained/portable for remote operations. The system may use improved or semi-improved runway surfaces ranging from 1,000ft to 5,000ft in length or be pneumatically/catapult launched. The system shall be capable of altitudes up to 10Kft, shall have an on-station duration of 4-5 hours, and a data link range of at least 50nm. • The system shall be capable of high resolution color imagery and infrared video. • Two Ground Control Stations (GCS) are required per mission. • A primary and back-up UAV and two qualified operators are required for each mission. • The system shall have autonomous way point navigation. • Operators must be willing/capable of operating the vehicle within weapon safety hazard areas and with manned aircraft in the airspace. • The contractor shall have Security cleared for access/handling of military classified video data or operational information. • The systems control and video frequencies shall be approvable and schedulable. • The system shall have a proven safety record, readily approvable for Eglin range operations by AAC/SEU, Eglin Range ops experience is desirable. • The ability to have multiple vehicles flying at same time is highly desirable The System Description should be provided describing ALL capabilities above and also include • Internal or external payload capabilities. This should include existing capabilities and any future capabilities planed. A discussion of capability to integrate other sensors/payload should be included. • If there are any existing Certificate of Authorization (COAs) for the systems. • Information on the vehicles time on station vs. Range and if it changes based on payload • Describe any Communication System i.e. UHF/VHF radios • Describe data output capabilities, i.e. MISB standards, video, metadata, LAN • Provide the maximum operational altitude, airspeed range, and maximum operational range. The tentative North America Industry Classify System (NAICS) is 541330 with a small-business size standard of $14 millions of dollars. The Government will not reimburse vendors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Response time to this survey is due 06 December 2013 @ 2:00 PM Central Standard Time(CST). Responses shall be limited to 15 double-sided pages (8.5" X 11"), including attachments, figures and/or drawings, and no smaller than size 12 font. Respondents shall also include the Point of Contact (POC) for technical and contractual issues to include name, position, telephone number, and email address.
