- NOTE: This is a pre-solicitation notice. No action is required at this time. Questions are recommended and are due by the response date. The following description is an example of what the actual solicition may look like. The National Park Service reserves the right to delete, add, or otherwise modify the requirements of a contract before a solicitation is issued. Statement of Objectives: 1.0 Overall Objectives: The overall objective of the Grand Canyon Emergency Medical Service Assistance (EMSA) program is to produce a holistic system that will provide and improve pre-hospital care for patients administered to within Grand Canyon National Park. 2.0 Contract Objectives: The following additional information is provided for contract clarification. Do not address this information in the PWS: 1. The base year of the contract is scheduled to begin on March 1, 2014 and end February 28, 2015. Four option years to purchase program services shall form part of the contract. See Bibliography for list of standards and regulations to be adhered to by the Contractor. The Government shall establish a EMSA data library. Documentation provided in this library shall be the full extent of Government Furnished Information (GFI). All other required data shall be the contractor's responsibility. 3.0 Program objectives: A. Provide continuously available access to an emergency medical physician and/or group. Qualified individuals shall make patient treatment decisions and provide orders/authorization for prehospital advanced life support treatments and procedures to certified Paramedics and Advanced EMTs. All calls must be recorded and made available to the NPS upon request. B. Provide advanced life support training to satisfy the annual paramedic recertification requirements as outlined by the National Registry of Emergency Medical Technicians (NREMT). C. Ongoing quality assurance/improvement evaluation (QA/QI) QA: Ensure EMS providers are making appropriate treatment and transport decisions based on known and expected patient condition. Objective includes EMS providers following correct treatment protocols, providing good incident documentation, and ensuring scene times are appropriate Improve effectiveness of treatment protocols based on patient outcomes. Track EMS provider performance. Notice: The Statement of Objectives (SOO) provides the Governments overall objectives for the proposed solicitation. Offerors shall use the SOO, together with other applicable portions of the proposed Request for Quote (RFQ), as the basis for preparing their quote, including the Contract Work Breakdown Structure (CWBS), Contract Data Requirements List (CDRL), and Performance Work Statement (PWS). The offeror shall ensure all aspects of the SOO are addressed. The PWS should specify in clear, understandable terms the work to be done in developing or producing the goods to be delivered or services to be performed by the contractor. Preparation of an effective PWS requires both an understanding of the goods or services that are needed to satisfy a particular requirement and an ability to define what is required in specific, performance-based, quantitative terms. The offerors understanding of both required goods/services, and work effort required to accomplish should be fully demonstrated in the offeror's proposed CWBS, CDRL, and PWS.
