- Draft PWS - for informational purposes only. This is not the final document. The 338th Specialized Contracting Squadron (338 SCONS) is seeking information concerning the availability of capable contractors to provide non-personal services in support of International F-16 Aircrew Training Contract Field Services for Type 1, Contractor Provided Training, tailored to the requirements of the supported partner nation, in accordance with USAF policies and procedures. All instruction shall be in the English language. A DRAFT Performance of Work Statement (PWS) is attached for informational purposes only and shall not be construed as the final document. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611519, Other Technical and Trade Schools and the small business size standard is $14.0 Million. The Contractor shall provide F-16 simulator, academics and flight training in country customer facilities and equipment OCONUS. Contractor shall provide current and qualified F-16 Instructor Pilots for training OCONUS. The Contractor shall provide CONUS F-16 flight training in Contractor-provided facilities and equipment. The Contractor shall be responsible for complete staffing and ensure that all employees are qualified, trained, and certified to perform the requirements of the DRAFT PWS. The contractor shall provide management and support as required for the performance of contract tasks. OCONUS training shall be delivered at multiple locations as documented in task orders. Requirements include: The Contractor shall provide and develop program management for the FMS Training Program; account for training program information in monthly status reports; attend Program Management Reviews and planning meetings for country customer's weapon system program; participate in Air Force Security Assistance Training Squadron (AFSAT) led Training Capabilities Assessment and flight training task order development meetings at CONUS and OCONUS locations as required; build a training plan for country customer's program; provide recommendations on how to integrate USAF processes into country customer command structure; accomplish combat flight training to Country Customer's Military Aircrew; build and provide CONUS F-16 flight training program in contractor provided F-16 aircraft; create, document, secure, and provide record keeping of student training; provide housing for IMSs CONUS when required by task order; provide transportation for IMSs attending training CONUS when required by task order; provide transportation to medical services for IMS in training CONUS; accomplish performance of services during crisis for IMS in training CONUS; provide Technology Transfer IAW International Traffic in Arms Regulation; and provide courseware and syllabus for USG disclosure review. The respondent shall provide a capability/rough order of magnitude (ROM) statement addressing the following: 1) For Fiscal Year (FY) 15, FY 16, and FY17; The number of F-16 aircrew the contractor can maintain current in accordance with AFI 11-202 Vol 1 and AFI 11-2F-16 Vol 1 without support of USG or Country Customer aircraft, ground support equipment, or facilities. 2) The capability to travel OCONUS. 3) The capability to provide CONUS F-16 flight training operation starting in FY 16 without support of USG or Country Customer aircraft, ground support equipment, or facilities. 4) Maximum student load for CONUS flight training. 5) Short synopsis of company experience. 6) Additional services that can be provided such as lodging, transportation, and student record keeping. If your firm is capable of providing the requirements described above, please provide a Capability Statement/ROM to Joanna Cox @ joanna.cox.1@us.af.mil by 30 December 2013 @ 1400 CST. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status based on NAICS 611519 (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your role will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Request large and small businesses provide a reasonable expectation for small business utilization as a percent of a total contract value. Please provide supporting rationale for the recommended percentage. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice.
