- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. OEMA requests a sole source purchase authorization for Peterson's Undergraduate Database. The mission of OEMA is to provide analytic support to decision makers in the Army Staff while providing educational support to the United States Military Academy (USMA). This analysis is based on 15-24 years of historical administrative data files stored in the OEMA Data Warehouse. To supplement the data OEMA receives from sources within the Department of the Army and Department of Defense (DOD), OEMA is often required to purchase data sources prepared by commercial entities. Recent projects from the Army Staff have necessitated the request for a new contract to procure the current Peterson's Undergraduate Database. The Peterson's Undergraduate Database is a comprehensive and complete database in the field of higher education. This database contains information regarding hundreds of undergraduate, both two year and four year, institutions throughout the United States, Canada, and Mexico; as well as a small number of institutions located in other foreign countries. There are versions of the Peterson's Undergraduate Database available covering 1984 through 2011. The Peterson's Undergraduate Database contains numerous proprietary rankings for each school in the United States. These rankings enable OEMA to make quantitative comparison among Colleges and Universities across the United States. Because of the Peterson's Undergraduate Database's unique position in comprehensive coverage across a wide spectrum of higher education, with over 22 years of historical data, it provides a solution for projects requiring utilization of data regarding undergraduate academic institutions. Peterson's has exclusive License Terms to Netlet's Graduate Comprehensive Database.
