- This is a combined synopsis/solicitation for commercial items prepared consistent with Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared consistent with Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as supplemented with additional information included in the attachment. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Background The Government Accountability Office (GAO) has a requirement for a comprehensive data source that maintains and updates domestic and/or global metrics related to renewable energy production, market trends, and financing to support GAO's congressionally mandated and requested studies. The database will enable GAO analysts to enhance their knowledge of renewable energy issues and trends, as well as to utilize analytical tools that will increase efficiency in conducting program evaluations. For example, the database will assist GAO in current and future monitoring of the Department of Energy's loan guarantee program. Objectives GAO requires a Web-based (or similarly accessible through proprietary desktop interface) database that will be accessible to a minimum of 3 licensed concurrent users. The database will provide information that will assist GAO in completing congressionally mandated analysis related to financial markets and institutions invested in energy and wind, solar, bioenergy, hydro, and nuclear energy industries and markets. More generally this data will support select work conducted by other GAO teams requiring access to renewable energy data, and will be used to update the Comptroller General and GAO Executive Committee on global renewable energy market developments. Scope GAO requires a comprehensive web-based (or similarly accessible through proprietary desktop interface) database that will be accessible via a single product interface to at least 3 licensed concurrent users. The database must be an existing database-custom database/products are not acceptable. Licensed users will retrieve data that will in turn be used by other GAO analysts to support GAO engagements.
