- This Amendment No. 0001 modifies the due date in Section XV of the RFQ. The new due date is provided in bold text. The rest of the RFQ remains the same. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NCND6022-14-00051DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541620. The small business size standard is $14.0 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): • Line Item 0001 - 1 Job, Provide the Monterey Bay National Marine Sanctuary (MBNMS) with Coastal Regional sediment management plan services. (VI) Description of requirements is as follows: Statement of Work Monterey Bay National Marine Sanctuary (MBNMS) Coastal Regional Sediment Management Plan for the Santa Cruz Littoral Cell SUMMARY Monterey Bay National Marine Sanctuary requires services to coordinate the development of a Coastal Regional Sediment Management Plan (CRSMP or "Plan") for the Santa Cruz Littoral cell ("Region"), from Moss Landing northwards to the Santa Cruz-San Mateo County line. This CRSMP will be developed in order to restore and maintain coastal beaches and other critical areas of sediment deficit, reduce the proliferation of coastal armoring structures such as seawalls and revetments, restore coastal sandy habitats throughout the Region, enhance public safety and coastal access, and sustain recreation and tourism. BACKGROUND MBNMS provides protection of marine resources through research, education and resource management to foster public understanding and stewardship of this nationally significant marine area. Services will include project coordination, conducting stakeholder meetings, developing a draft and then final plan, and coordinate development of a governance structure for implementation of the CRSMP. The coordination and plan development will reduce potential threats to coastal structures and communities from coastal erosion. SCOPE OF WORK Task 1: Project Coordination and Develop Draft Regional Sediment Management (RSM) Plan: 1) Review completed RSM plans and related literature and background information. Develop and distribute a draft report table of contents to identify and agree on the structure and content of the Santa Cruz Littoral Cell RSM Plan. 2) Review literature and scientific data on the Santa Cruz littoral cell and geological and biological processes within the region 3) Actively participate in the development of the CRSMP plan: a) Draft sections of Plan involving governance structure, local jurisdictions, and regulatory/policy considerations; b) Ensure that input from local stakeholders and stakeholder advisory group as well as relevant scientific information from local researchers and experts has been considered and included as necessary; c) Assist with distribution of draft documents and solicitation of comments; d) Review and provide comment and edits on drafts. 4) Provide quarterly reports to appropriate CSMW members on meetings held and progress made towards development of RSM Plan. 5) Coordinate and facilitate a minimum of four public stakeholder meetings. This includes a project kick-off meeting, two interim meetings and a meeting to finalize the Draft RSM Plan. The interim meetings will provide a progress update, identify any necessary changes to the project approach to meet the project objectives, and discuss and resolve key issues. 6) Coordinate the RSM Plan technical tasks to ensure the needs of the outreach and governance efforts related to this project are met. Deliverables A. Project schedule B. Stakeholder goals and Objectives C. Quarterly progress reports on draft Coastal Erosion Plan D. Complete four public meetings a) Develop Draft CRSMP document elements - Table of Contents, and sections of the report involving governance structure, local jurisdictions, and regulatory/policy considerations; E. Quarterly updates to Stakeholder Advisory Group Task 2: Coordinate Public Outreach and Stakeholder input 1) Develop the CSMW's public outreach contact list, identify potential stakeholders and develop a general outreach contact list and a list of potential technical advisors and reviewers for the Plan. Distribute a draft list and solicit input on additional stakeholders. 2) Conduct at least four RSM Plan-dedicated public meetings/workshops at suitable times and locations prior to, during and after draft Plan development: a) Secure meeting space, conduct outreach and coordinate meeting logistics. b) Ensure that public meetings are held both in Santa Cruz and San Mateo counties to provide opportunities for participation of stakeholders in both locations. 3) Utilize MBNMS, CSMW and other websites as appropriate to disseminate relevant RSM plan-related information to all interested parties. 4) Develop media outreach strategy including a media advisory/release and conduct public outreach upon final release of RSM plan for the Santa Cruz littoral cell. Deliverables a) Public outreach contact list b) Reviewer list c) 4 Public meetings/workshops d) Media outreach strategy Task 3: Stakeholder Advisory Group Tasks: 1) Establish and coordinate a Stakeholder Advisory Group. 2) Coordinate all Stakeholder Advisory Group meetings. Ensure that meetings are held, as needed, at multiple meeting locations, in Santa Cruz and San Mateo Counties. 3) Administer and coordinate all meeting preparations for all related public, Advisory Group, and internal team meetings. Develop agendas, meeting processes, presentations, and relevant meeting materials. Secure meeting space and coordinate meeting logistics. 4) Maintain ongoing communications with Advisory Group members Deliverables a) Stakeholder Advisory Group established b) Stakeholder Advisory Group meetings c) Ongoing meeting coordination Task 4: Coordinate Interagency and Local Government Input: 1) Coordinate Plan review by MBNMS and Gulf of the Farallones National Marine Sanctuary staff on all aspects of the CRSMP. 2) Attend meetings to present and discuss CRSMP development including Sanctuary Advisory Council meetings to provide updates and presentation on the RSM Plan development and to solicit input, MBNMS and Coastal Commission staff meetings and County Board of Supervisors meetings. 3) Coordinate and facilitate a series of preliminary meetings and phone calls with individual stakeholders to introduce them to the RSM Plan process, and define role, needs, requests, etc. This includes local, state and federal government agency staff, and researchers within the Region. 4) Provide updates by email and phone, as needed, to stakeholders and agency staff throughout the RSM Plan development process to solicit input and provide progress updates. Deliverables A) Facilitated input from parties B) Presentations on CRSMP to external groups as mentioned C) Stakeholder contact list D) Stakeholder meetings Task 5: Final Regional Sediment Management Plan Implementation 1) Coordinate development of a governance structure capable of, and pursue steps toward implementation of the CRSMP by MBNMS and partners. 2) Determine governance structure, coordination agreements, Memorandum of Understanding, mutual cooperation, etc. necessary to develop, and for MBNMS to effectively implement the CRSMP. 3) Assess and summarize existing regulatory/policy framework and existing jurisdictions/mandates for the Region, and draft language for the relevant sections of the RSM Plan. 4) Determine improvements to existing processes that if implemented could enhance the use of the final CRSMP. 5) Assess current regulatory limitations on beach nourishment and dredging of sand prospects within MBNMS, and if necessary, identify and pursue alternatives to allow for the placement of clean sand within sanctuary boundaries. 6) Work with government staff and local stakeholders to develop a pilot beach nourishment study, including proposed methodology and design (consistent with the MBNMS Coastal Armoring Action Plan) at Surfers Beach or other location within the Santa Cruz Littoral Cell. 7) Provide support to finalize CRSMP and disseminate to the public using websites, listservs, and other media outreach strategies. Identify draft agreements needed for implementation of the Plan. Deliverables A) Regional governance structure developed (MOU/MOA) B) Assessment of regulatory limitations C) Draft a pilot Beach Nourishment Study D) Facilitated adoption of Plan E) Final Plan disseminated to public and agencies REQUIRED KNOWLEDGE & EXPERIENCE 1) Masters degree or equivalent experience in the field of environmental or marine policy and proven experience in resource management planning, and issues related to marine and coastal protection. 2) Proven experience in policy recommendations related to coastal and marine resource management, developing polices and guidelines on local scale marine issues related to central CA. 3) Experience with the development of regional sediment management plans. 4) Experience in multifaceted, complex project management. 5) Experience developing implementation plans and governance structures. 6) Knowledge of existing federal, state, and local programs, funding sources, public and private partners that could be used to implement resource management plans. 7) Five or more years experience coordinating and facilitating collaborative, multi-stakeholder working groups for coastal and marine resource issues. 8) Skill in communicating complex technical subjects for professional and lay audiences. 9) Knowledge of marine and ecosystem issues in the Monterey Bay National Marine Sanctuary and other west coast sanctuaries, specifically including coastal erosion and beach nourishment. 10) Excellent verbal and writing skills. TRAVEL AND OTHER DIRECT COSTS Limited travel and other direct costs will be reimbursed not to exceed $1,500. Travel expenses shall be reimbursed for actual cost incurred, not to exceed per diem and lodging expenses in accordance with federal travel regulations. Contractor shall provide receipts for actual reimbursement. IT SECURITY REQUIREMENTS The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. There will be not be a government furnished computer and the contractor will not be on the NOAA network. (VII) The period of performance shall be twelve months from date of award. The place of delivery and acceptance is Monterey Bay Nat'l Marine Sanctuary, 99 Pacific Street, Bldg. 455A, Monterey, CA 93940. (VIII) FAR 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JUL 2013), APPLIES TO THIS ACQUISITION. This is a Best Value Acquisition. In Addition to written price quotes, offerors are instructed to provide all evaluation criteria in accordance with 52.212-2 in this package. • Technical - Meet all the requirements specified in the statement of work with supporting documentation. • Past Performance - provide descriptive literature to establish proficiency in meeting all requirements • Price. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Questions should be received no later than 4:00 P.M. MDT/MST November 21, 2013. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (JAN 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Experience with the development of regional coastal sediment management plans. (Y/N) - Five or more years experience coordinating and facilitating collaborative, multi-stakeholder working groups for coastal and marine resource issues. o Some experience o 3-5 years of experience o more than 5 years - Experience developing implementation plans and governance structures. (Y/N) - Proven experience in resource management planning, and issues related to California marine and coastal protection. (Y/N) - 10 or more years of proven experience in policy recommendations related to coastal and marine resource management, developing polices and guidelines on local scale marine issues related to central CA. o Some experience o 3-5 years of experience o more than 5 years o more than 10 years - Experience in multifaceted, complex project management. (Y/N) - Knowledge of existing federal, CA state, and local Monterey Bay programs, funding sources, public and private partners that could be used to implement resource management plans. (Y/N) - Skill in communicating complex technical subjects for professional and lay audiences. (Y/N) - Knowledge of marine and ecosystem issues in the Monterey Bay National Marine Sanctuary and other west coast sanctuaries, specifically including coastal erosion and beach nourishment. o Some experience o 3-5 years of experience o more than 5 years - Excellent verbal and writing skills. (Y/N) - Price -Reasonableness will be determined considering the offered prices in comparison with the other competitive prices received and/or other available pertinent data such as posted price lists. Prices will be used in conjunction with the technical evaluation to determine the overall best value to the Government. (End of provision) The Government intends to award a best value, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
