- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REOUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. USACE Norfolk District is seeking interested firms capable of performing environmental dredging and dredged material handling of dense non-aqueous phase liquid (DNAPL) creosote contaminated sediments at the Atlantic Wood Industries Superfund Site located on the Southern Branch of the Elizabeth River in Portsmouth, Virginia. Approximately 330,000 cubic yards of contaminated sediments are anticipated to be mechanically dredged, amended with Portland cement, and consolidated in two on-site designated containment areas. The designated containment areas are behind the recently constructed Offshore Sheet Pile Containment Wall at the dredging site and an upland containment area which is located approximately 0.5 miles west of the dredging site. Other activities associated with this project include approximately 425,000 vertical linear feet of prefabricated vertical drains (PVDs) installation, geotechnical engineering instrumentation installation, underwater debris removal, and site grading. The project is expected to be completed in phases and contract duration is estimated to be three years. The magnitude of construction is estimated to be between $25M to $100M. All qualified firms are encouraged to respond by submitting Attachment A. Upon review of the industry response to this Source Sought Notice, the Government should be able to complete acquisition strategy. The estimated award date is Spring of 2014. The NAICS Code 562910 will apply to the majority of this project. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of qualified sources prior to finalizing the method of acquisition, best timing, and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ALL interested contractors are encouraged to fill out the sources sought. Submit 3 projects similar in scope and size to the project described above, with a contract value greater than $25M and completed within five years of date of this sources sought (Attachment A). Other similar projects will include the following: remediation and clean-up of contaminated soils, hazardous material removal, and site environmental remediation services.
