- This Sources Sought Notice is a MARKET RESEARCH TOOL used to determine the availability, capability, and adequacy of potential firms to provide the services sought prior to determining the method of acquisition and issuance of any request for proposals (RFP). THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposals. There will not be a solicitation, specification, or drawings available at this time. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic, is seeking to identify eligible business firms capable of providing ANNUAL CUSTODIAL SERVICES AT NORFOLK NAVAL SHIPYARD, NAVAL AIR STATION OCEANA, NAVAL WEAPONS STATION YORKTOWN, AND VARIOUS OTHER LOCATIONS IN THE HAMPTON ROADS AREA, VIRGINIA. The work shall include providing all labor, management, supervision, tools, material, and equipment required to perform CUSTODIAL SERVICES at Naval Air Station Oceana, Virginia Beach, VA; Norfolk Naval Shipyard (NNSY), Portsmouth, VA; and Naval Weapons Station, Yorktown, VA. The space to be cleaned consists of approximately three (3) million square feet of office space, restrooms, and other type of rooms. ALL FIRMS ARE ENCOURAGED TO RESPOND. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the best interest of the Government. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Service-Disabled Veteran-Owned, HUBZone, 8(a), or 8(m) Women-Owned Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued responses to this synopsis will be used to aid in establishing small business subcontracting goals. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. The North American Industry Classification Standard (NAICS) code for this procurement is 561720, Janitorial Services, having a small business size standard of $16.5 million. This office anticipates award of a contract for these services no later than June 2014. REQUIREMENT: The contractor shall provide labor, materials, engineering, subcontracting, tools, equipment, transportation, supervision, and other direct costs required to provide CUSTODIAL SERVICES to various buildings primarily located at the Norfolk Naval Shipyard, Portsmouth, VA; Naval Air Station Oceana, Virginia Beach, VA; and Naval Weapons Station, Yorktown, VA. The contract is anticipated to be a combination Firm-Fixed-Price and Indefinite Delivery/ Indefinite Quantity (FFP/IDIQ) type of contract. The proposed requirement would be for a base period with four (4) one-year option periods, which cumulatively will not exceed sixty (60) months. OTHER CONDITIONS/REQUIREMENTS: A Facility Clearance may be required for this contract. The contractor may have to possess a SECRET/TOP SECRET facility clearance and personnel available with Department of Defense (DoD) granted personnel security clearances commensurate with the level of access required for the performance of the contract. The contractor shall furnish the information required on the DD Form 254, Contract Security Classification Specification Form, and any information required by Defense Industrial Security Clearance Office (DISCO) to process this clearance. SUBMITTAL REQUIRMENTS: It is requested that interested businesses capable of providing these CUSTODIAL SERVICES submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-sided, single-spaced, 12 point font minimum) demonstrating the ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. PAGES IN EXCESS OF THE TWENTY-FIVE (25) PAGE LIMIT WILL NOT BE CONSIDERED. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Respondents will not be notified of the results of the evaluation. The documentation shall address, at a minimum, the following: - COMPANY PROFILE to include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) Names of two principals to contact (including title, telephone and fax numbers, and email addresses); (4) DUNS number; (5) CAGE Code; and (6) if any, Small Business designation/status (e.g., 8(a), HUBZone, SDVOSB, et cetera). - RELEVANT EXPERIENCE to include experience in performing efforts of similar value, size, and scope within the last five (5) years. The following Government or commercial information shall be provided for each of your references: (1) Contract number and project title; (2) Name of contracting activity; (3) Administrative Contracting Officer's name, telephone number and email address; (4) Contracting Officer Technical Representative ™s (COTR ™s) or primary point of contact ™s telephone number and email address; (5) Indication of whether your firm acted as a prime or subcontractor, (6) Contract period of performance and contract value; and (7) Brief summary of work performed and how it relates to the technical services described herein. - SECURITY CLEARANCE STATUS to include whether the firm possesses a SECRET and/or TOP SECRET Security Clearance or is willing to furnish the necessary information required to obtain a SECRET and/or TOP SECRET Security Clearance. The contractor may have to complete a Contract Security Classification Specification Form (DD Form 254). All contractor employees assigned to perform certain services under the contract may have to complete a Questionnaire for National Security Positions (Standard Form 86) and undergo an investigation by the Defense Industrial Security Clearance Office (DISCO). RESPONSES ARE DUE NO LATER THAN 4:00 PM EASTERN STANDARD TIME (EST) ON MONDAY, DECEMBER 16, 2013. LATE RESPONSES WILL NOT BE ACCEPTED. ELECTRONIC SUBMISSION WILL NOT BE ACCEPTED.
