- Attachment 2 - PWS (dated 22 Oct 2013) Attachments A, B, and C - DD 254 Supplements Attachment 1 - DD 254 FA3047-13-R-0003 This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 13.5, and in conjunction with FAR Part 12 with additional information included in this notice. This solicitation is issued as a Request for Proposal (see attached RFP) and the reference number is FA3047-13-R-0003 seeking non-personal service contract in accordance with FAR 37.104. The mission of the requiring agency is to provide professional specialized investigative services for the protection of U.S. Air Force (USAF) and Department of Defense (DoD) personnel, operations, and material worldwide. The Contractor shall provide on-site foreign language qualified intelligence analysts to perform tasks outlined in the PWS. This solicitation document with incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 and DFARS change notice 20131118. The Offeror must respond on an all or none basis. Written responses are required (oral offers will not be accepted). Submission of responses must be in accordance with Addendum to FAR 52.212-1, Instructions to Offerors, Commercial Items. Please include CAGE Code, DUNS, Tax Identification Number, and Discount Terms. The NAICS Code is 541930 and the size standard is $7.0M. This is a 100% set aside requirement for 8(a) Small Business. The Government intends to make an award based on price only. The offerors acknowledge that they can perform all the requirements of the solicitation when submitting a price proposal. Offerors are cautioned that they will be held to all the requirements, terms and conditions of the solicitation. The Government will award a contract to the offeror whose proposal conforms to the solicitation instructions in accordance with FAR 52.212-1 and attached addenda to FAR 52.212-1, and will be the most advantageous to the Government. Past Performance will be reviewed as part of the determination of responsibility but will not be an evaluation factor. The following factor shall be used to evaluate the proposals: Price Evaluation. •( 1) The government intends to award a contract without discussions with respective offerors. The government however, reserves the right to conduct discussions if deemed in its best interest. •(2 2) Award will be made to the proposal with the lowest reasonable total evaluated price. •(3 3) The Government will conduct a price evaluation of all proposals submitted by the contractors. Total evaluated price will be determined by multiplying the quantities identified in the Bid Schedule by the proposed unit price for each CLIN. Prices will be ranked form lowest to highest total evaluated price. •(4 4) Any proposal, modification, revision, or withdrawal of a proposal received after the exact time specified for receipt of proposals is "late" and will not be considered unless it was the only proposal received. To be eligible to receive an award resulting from this RFP, Offerors must be registered in the System for Award Management Registration (SAM) previously called DOD Central Contractor Registration (CCR) database. The vendor's response to this RFP shall be submitted via email to the Contract Administrator: Andrew S. CST on December 31, 2013 - Tuesday (or sooner if possible) in order to be considered timely. Any response, modification, revision, or withdrawal of a response to this RFP received after the exact time specified for receipt of response is "late" and will not be considered, unless the Contracting Officer determines that accepting the late proposal would not unduly delay the award and acquisition or it was the only response received. Prices must be valid for at least 90 days. Proposals may be sent by mail addressed to the Contract Administrator or Contracting Officer at 802 Contracting Squadron, 1655 Selfridge Ave, Bldg 5450, JBSA Lackland, TX 78236-525; proposals sent by mail must be received no later than 5:00 P.M. CST on December 31, 2013 - Tuesday (or sooner if possible) in order to be considered timely. All Contractor questions must be submitted by e-mail NO LATER THAN 23 DEC 2013 at 10:00 A.M.
