- This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA NCO 15 Contracting Center has been tasked to solicit for and award Mobile PET/CT Scan Services for the Wichita VAMC, Wichita, KS. Potential sources are responsible for the complete performance of the technical aspects of PET/CT procedures. This includes providing all radio-isotopes required to perform the study. Providing all the technical and support personnel needed to complete the study required. Providing all the equipment (please refer to equipment description in Performance Work Statement (PWS)) and software needed per the PWS. The contract provider will be expected to follow the rules and regulation of the VA to include utilizing the VA computer patient record system (CPRS) for documentation of medical care provided to patients. No solicitation is currently available at this time. The proposed project is anticipated to be a firm, fixed-price requirement to provide one (1) half day clinics a week to Wichita VAMC. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Business Community to include Small Business or Large Business, Veteran Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZONE, 8(a), etc., to complete and perform a Firm, Fixed-Price contract. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of the requirement is for a base period (start-TBD and end TBD) with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621512. The Small Business Size Standard for this acquisition is $14M. DRAFT: Performance Work Statement PERFORMANCE WORK STATEMENT 1. GENERAL INFORMATION a. Description of Services (1) The contractor shall provide for the complete performance of all of the technical aspects of mobile PET/CT services requested by Robert J. Dole VAMC. The Staff of the Robert J. Dole VA Medical Center will provide the interpretation of PET Studies. b. Scope (1) Services consist of providing one (1) Nuclear Medicine Technologist experience in performing PET/CT and one (1) support person to operate the unit. The Nuclear Medicine technologist shall be fully trained/qualified and shall be ARRT (N) or NMTCB certified at the time of contract award. Driver shall be licensed as applicable to operate and drive the mobile vehicle in which the unit is housed. Contractor employees shall be CPR Qualified and are authorized to perform this life-saving act if necessary. (2) "Contractor employee" within this contract is defined as an employee of the prime contractor or of any subcontractor, affiliate, partner, joint venture, or team members with which the Contractor is associated. It also includes consultants engaged by any of those entities. (3) Equipment provided by the contractor: Contractor shall be responsible for providing all labor and equipment necessary to PET/CT system for the imaging of patients (please refer to equipment attachment) to include two (2) remote viewing functional imaging workstations. One workstation to be located within VAMC, enabling physician's access to imaging of the mobile unit; the other workstation to be located with the mobile unit. The mobile unit shall be housed in a 48 foot trailer or equal. The unit price shall include not only the cost of the scan, but also the cost of the radioactive material. (4) Routine PET Scans shall be scheduled for performance within 5 working days of notification of need. Notification would consist of a minimum of 4 scans per trip. (5) Additional contractor responsibilities: a.Transport outpatients to and from the mobile unit. b.Screen each patient prior to performing PET/CT procedure. The screening process must be documented and provided to designated radiology staff during each visit. c.Present each completed PET/CT examination (film and/or digital) to the designated radiology staff member to review for diagnostic quality. Interpretation of the examinations will be performed by the VAMC staff Radiologist. Unsatisfactory/un-diagnosable PET/CT examinations shall be re-performed at the discretion of the designated radiology staff at no cost. d.Contractor shall provide the VAMC seven (7) day per week telephone access to mobile PET/CT personnel used in performance of this contract. e.Neither the Contractor nor the contract personnel shall in any way undertake the practice of medicine, render medical opinions or services other than those services required to support the well-being of the patient, or in any way with the patient other than to provide all ancillary and technical service required for the operation of the unit. f.Contractor shall remove the mobile unit from medical center premises after the scheduled cases have been completed for each visit unless otherwise agreed upon by the medical center. g.Contractor shall be JCO accredited or shall follow established JCO guidelines as they pertain to mobile MRI/MRA operations. h.The Contractor shall assign a POC for the purpose of ensuring compliance with all provisions in this contract and provide any necessary training to VA employees (i.e. work station training & Radiological tech/physician training). The Contractor POC shall perform a site visit once a month. The schedule of the visit shall be scheduled with the COR. i.All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VAMC grounds. I.D. badges must have an identification picture, name of the individual and the represented company depicted upon it. c. Qualifications (1) The Contractor employee must be ARRT (N) or NMTCB certified. (2) Certificate (A) Personnel assigned by the Contractor to perform the services covered by contract shall be certified in a State, Territory, or Commonwealth of the United States or the District of Columbia to provide services. The qualifications of such personnel shall also be subject to review by the VAMC Executive Committee, Chief of Staff and approval by the VAMC Director. Copies of the certificate(s) shall be submitted with the Contractor's proposal. 2. CONTRACTOR RESPONSIBILITES a. Description of Services (1) Mobile PET/CT services are required to be performed at Robert J. Dole VAMC. Services shall include but are not limited to: a.The complete performance of the technical aspects of PET/CT procedures. This includes providing all radio-isotopes required to perform the study. b.Providing all the technical and support personnel needed to complete the study required. c.Providing all the equipment and software needed to be fully compatible with Vista Imaging and the Radiology PACS. Two-Way communication (query/retrieval/send) with DICOM server and Workstation or equal (hardware and software provided by the Contractor). d.Uploading all images into the VISTA Imaging system. e.Providing or producing, securing, administering and disposal of all radio-isotopes and by-products needed for the study in conformance with applicable federal, state and VA regulations. f.Providing the Robert J. Dole VAMC hard copy films of the examination, as requested, and DICOM media formatted optical disc (provided by Contractor) for copying acquired studies each day. g.Providing all personnel, supplies and medications required for sedation, anesthesia, life support and monitoring while at the contractor's mobile unit facility. The VA facility will provide only very basic supplies such as IV tubing, needles, linens, and alcohol wipes. (2) The contract provider(s) shall spend approximately 95% of their scheduled time in direct patient care. The remainder of their scheduled time, 5%, will be used in administrative duties such as charting and meetings. 3. EQUIPMENT DESCRIPTION PC18 - General Electric Discovery ST8 PET/CT System Discovery ST8 -3D PET with diagnostic CT - Mobile Configuration (with CT XtreamTM, Direct 3D and SmartPrep) Regulatory Compliance - This product is designed to comply with applicable standards under the radiation control for Health and Safety Act of 1968. Laser Alignment devices contained within this product is appropriately labeled according to the requirements of the center for devices and radiological health. This product is a CE-compliant device which satisfies regulations regarding electro-magnetic compatibility (EMC) and electro-magnetic Interface (EMI), Pursuant to IEC-60601-1-2.
