Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM3314Q0003 and is issued as a Request for Proposals (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-71 dated November 25, 2013. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $30.0 million. This procurement is reserved exclusively for small business to submit quotations. Retirement Services (RS) provides Federal employees, retirees and their families with benefits programs and services that offer choice, value and quality to help maintain the government's position as a competitive employer. Retirement & Benefits consists of two programs, Retirement Operations and Insurance Operations, as well as three offices that report directly to the Associate Director: Quality Assurance, Benefits Officer Training and Development, and Resource Management. In support of this mission, RS's Benefits Officers Liaison and Development Group (BOLD) has a need for a single facility in downtown Pittsburgh, PA to host a three-day Benefits training which will provide a series of workshops on Retirement, Insurance, Social Security, and Thrift Savings Plan Administration. The contractor shall be required to host, provide overnight accommodations, meeting space, food and beverage, audiovisual and any other services in support of the Benefits Specialist training. Note: The overnight accommodations and food and beverage services cannot exceed the federal daily per diem rates. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through June 13, 2014. The preferred dates of training will be May 5-9, 2014. However, if for some reason this date is not available for the facility, the contractor will make every effort to secure June 2 - 6, 2014 or June 9 - 13, 2014. Note that the benefits training event must be held prior to June 9, 2014. Offerors are invited to submit their quotations to OPM Contracting in response to this notice by 3:00 PM Eastern Standard Time (EST), December 5, 2013. Only e-mailed requests for additional information will be accepted at gary.paigejr@opm.gov through 12:00 PM, November 28, 2013. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Gary.PaigeJr@opm.gov. Communications with officials other than the OPM Contracting Officer indicated above may compromise the competitiveness of this acquisition and result in cancellation of the solicitation and/or exclusion of your proposal from consideration. Vendors not registered in the System for Award Management (SAM) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered. If an offeror does not meet the requirements of filing a VETS100/100A report, the offeror must provide a screenshot from the USDOL website that VETS100/100A reporting is not required with the offeror's proposal.
