- THIS PROCUREMENT IS BEING SOLICITED UNRESTRICTED, FULL AND OPEN COMPETITION. Project Name: Legislative Branch Telecommunications Network Agreement Project Overview: On behalf of multiple Legislative Branch agencies, the Architect of the Capitol (AOC), Washington, DC, hereby notifies all interested offerors of its intent to issue a solicitation (Request for Proposal) for telecommunications services. Specifically, under the administration of the AOC, the Legislative Branch agencies of the House of Representatives, the Senate, Library of Congress, General Accountability Office and Government Printing Office have joined together to issue a Request for Proposal (RFP) for the provisioning of various telecommunications services. Although the list of services below is not all-inclusive, the focus of the resultant Agreement will be: • Long Distance voice services both domestic and international • Dedicated and Switched Telecommunications Access Facilities • Calling Cards for both domestic and international usage • Inbound toll free (8XX) services • Connectivity with Private Networks • Audio Conferencing services • Video Conferencing services • Web Conferencing services • Network Management and Administrative services • Ordering and Billing services • Disaster Recovery/Business Continuity services and features • Additional Optional TDM and IP Services The AOC contemplates award to one offeror to fulfill this requirement for each of the Legislative Branch Ordering Agencies. The Agreement will consist of a 4 year base period with three (3), 2 year option periods. All work (base and options) is subject to the availability of funds and ordered individually by the Legislative Branch Ordering Agencies on a task order basis. Offerors are further advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited via a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. Instructions to offerors and the Government's evaluation process will be further detailed in the forthcoming solicitation. The RFP, and any subsequent amendments, will be issued in electronic format only and will be available for download on or about December 13, 2013 on the Federal Business Opportunities website (www.fbo.gov). Offerors shall submit any/all questions in writing to Mr. Jeffrey Kuhl, AOC Contracting Officer, via email at jkuhl@aoc.gov. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO MONITOR THE FBO WEBSITE FOR ALL CHANGES TO THE SOLICITATION OR FOR INFORMATION RELEASED BY THE AOC. TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED. A pre-proposal conference is anticipated with additional schedule details forthcoming.
