- Description
- The US Army Corps of Engineers, Walla Walla District is seeking interested bidders for a construction project entitled: Lower Granite Juvenile Fish Collection Channel Reservoir Side Fish Slot Lower Concrete Plugs. The construction will occur at the Lower Granite Dam in Garfield County, near Pomeroy, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated between $1,000,000 and $5,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 238110 and the associated small business size standard is $14,000,000. This sources-sought announcement is a tool to identify small businesses with the interest in and capability to accomplish the work. This is not a solicitation. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement of your firm's bonding capacity. 3) A statement of your firm's business size and type. Summary of Scope of Work: The reservoir side fish slots will be permanently closed. Closure is performed by using the existing fish slot screens and converting them into fish slot plugs. The screens will be removed from the slot by the Corps using their existing lifting beam and crane. Once the screens are out of the slot, they are turned over to the Contractor. The Contractor shall strengthen the existing screen legs, line the pervious areas of the screens, and fill the screen with concrete and reinforcing to create a solid plug. Approximately 378 cy of concrete fill is required for the 18 plugs. Extend the new concrete above the top of the existing screen framework to facilitate sealing to the side walls of each slot. Incorporate new lifting hardware into the concrete fill and reinsert into the slot using a Contractor-furnished crane. After the screen plug has been lowered into the slot, deploy divers in the slot to the top of the screen plug. Release the lifting line and place backer rod sealing material in the gap between the plug and the walls of the slot. Push the backer rod material down about 6 inches from the top of the slot plug all around the perimeter. After the backer rod material is in place, the divers shall place a cementitious grout into the slot all around up to the top of the plug. Once the grout has been placed and has hardened, install reinforcing steel into the threaded couplers on the top of the slot plug. Pressure wash the side walls of the slot to remove any biological growth or film in preparation for placing a minimum of 5 feet of tremie concrete on top of the plug. Approximately 324 cy of tremie concrete fill is required for the 18 slots. Use a precast insert with an integral bottom form grouted into the bottom of the Wagner Horn slot for permanent closure. Approximately 54 cy of concrete fill is required for the 18 slots (54 Wagner Horn openings). A roughly 6-foot tall, 30-inch diameter, precast plug of concrete with integrated reinforcing, bottom form, and grout injection ports is anticipated for this closure. Lower the existing Wagner Horn screen from deck level using the cables that currently attach the screen to the dam. After the screen is removed, pull a new high strength cable and sheave down into the slot conduits using the existing screen attachment cable. Divers shall remove the original screen and cable assembly, pressure wash the corrugated inside walls of the conduit, and attach the precast plug to the sheave. Use the new cable to pull the precast plug into the Wagner Horn conduit and seat the integrated form against the roof of the intake tube. The divers shall then pump grout through the form to fill the annular space between the precast plug and the existing interior conduit walls. Once the grout has sufficiently hardened, remove the injection ports from the forms and grind the area smooth while retracting the new cable from the abandoned sheave. The anticipated period of performance is July 2014 - March 2015.
