Description
Request for Information ENHANCED METAL DETECTORS SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future solicitation. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. To aid DHS, please segregate any proprietary information. Responses to this RFI may be evaluated by Government technical experts drawn from staff within DHS and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation of the RFI responses. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary information. DESCRIPTION The Department of Homeland Security (DHS) is requesting information, seeking sources, and conducting market research on existing technological capabilities for commercial-off-the-shelf or government-off-the-shelf, walk-through Enhanced Metal Detector (EMD) equipment and associated services to support the detection of prohibited metallic (and potentially non-metallic) objects that are transported by people DHS uses EMDs for the screening of humans, at airports, buildings, and non-fixed site events. INFORMATION SOUGHT DHS is seeking information on all available EMD equipment, services and support. Specifically, the information being sought should at minimum, address the following: 1. Describe the type(s) of Enhanced Metal Detector(s) that your company manufactures/sells and its level of maturity. In your description, include information on: a) The types of objects, to include all variety of metallic/non-metallic objects that the EMD captures (if available, you may provide a listing of the objects as an appendix to your response); b) Throughput capacity (continuous throughput rate of visitors per hour through a units' archway); c) Detection, processing, display and annunciation time; d) Dimensions (internal and external height, width, depth, weight); e) Impact resistance such as shocks, bumps, tip-overs (also describe available options for anchoring the device or other stabilization/compensation techniques); f) Network, system, and software capabilities, as well as additional features and functionalities that may benefit the detection of metallic/non-metallic objects; and g) How the equipment interacts or affects persons with medically implanted devices. 2. Do the EMDs that your company offers provide for seamless integration/interoperability with other systems/devices? If yes, describe the systems/software that your EMDs can readily integrate with. 3. Describe any data that is captured and stored in the system, and the types of reports that can be generated. 4. Describe your company's capabilities to provide EMDs that meet various environmental factors, including portability. Describe the specific make/model of each EMD and the type(s) of environment in which they can be sustained and operated. Discuss your company's quality control/quality assurance procedures and relevant supporting documents and statistics for establishing product reliability, maintainability, and availability. For the instance of non-fixed site EMD usage, describe how your company provides shipping, storage, and handling considerations regarding containers for long-term reuse. 5. How does your company perform testing and validation of the EMDs? If available, provide a description and supporting documentation of any company-conducted or sponsored testing of prohibited metallic/non-metallic object detection along with a summary of the testing process to include assessments of detection rate, false alarm rates, throughput rates, interference immunities, and threat identification libraries. 6. Describe your company's warranty program for EMDs. Include in your description the length of your warranty program, and if offered, information on any extended warranty plan your company provides. 7. Describe your company's Operations and Maintenance service program, including any extended maintenance options. 8. How does the industry measure the life of EMD equipment? Is it based on age, throughput capacity, etc.? 9. How does your company deliver EMDs to its designated delivery location? Does your company warehouse EMDs for future deliver? If so, for how long and how would it affect the delivery cost of the EMDs? 10. Describe the locations (world-wide) in which your company will deliver to, and provide support for EMDs. 11. Describe your company's methodology for developing and maintaining delivery and maintenance tracking of EMDs. 12. Does your company support the disposal of EMDs? If so, describe how. 13. Does your company provide site preparation, installation (e.g. hardware/software and accessory set-up), calibration and integration support for EMDs? If so, please describe the level of support offered. 14. How does your company handle engineering services for changes? 15. Does your company support agreements that provide for the delivery of EMDs over the life of the agreement that takes into account technological improvements to the initial EMD delivery? a) Please describe next generation EMDs and how your company is prepared to offer such technology advancements. 16. Describe, if applicable, if your company provides and supports EMD consumables such as batteries (along with the installation of the batteries), display units, electronic housings, and exterior cabling and connectors. 17. Describe the types of training your company offers for EMDs. 18. What is the industry's view of the lease versus buy purchasing decision for EMDs? Is there a preference? If so, what is the industry's preference and why? Describe, for fixed-site applications, your company's ability to provide units that require re-configuration (re-arrangement) of major component subsystems in order to conform to customized archway dimensions and installations. 19. Are there any recommended/suggested industry trends that DHS should take into consideration if it decides to procure EMD equipment with features, enhancements, or capabilities that were not mentioned elsewhere in this RFI? RESPONSE Responses shall be prepared by using 12pt. Times New Roman font, 1inch margins on an 8.5"x11" page layout. Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no single file exceeding 5 MB. Each electronic submission shall include: a) The RFI number in the subject line; b) The maximum number of pages per submission shall be limited to 30 pages, including all images, data displays, charts, graphs, and tables (attachments such as test reports and product brochures may be submitted and will not be included in the page limit); c) The file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line, if submission includes more than one electronic email; d) A Point of Contact (POC), phone number, and email address of the person (in the body of the email) to be contacted regarding any correspondence between the Government and the Vendor. The POC shall be capable of addressing questions or issues associated with the submission and content of the RFI; and e) A brief summary of email content, vendor name, and the firm's mailing address. Responses should also include the company profile (to include, but not limited to, history, business size and socioeconomic category, applicable North American Industry Classification [NAICS], and primary line of business.) Also state whether your company is registered in the Government's System of Award Management (SAM) as domestic or foreign owned. Based upon the responses submitted, DHS may request the respondents to host a site visit so as to observe the manufacturing processes and the system in operation. Interested vendors are invited to submit detailed information regarding the aforementioned via email to the address identified herein.
