Description
(NOTE: This Special Notice of the Intent to Sole Source replaces the cancelled notice which was incorrectly posted under solicitation #: W81XWH13T0040.) Under the authority of the Federal Acquisition Regulation (FAR) 13.501(1)(ii) Test Program for commercial items, the United States Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Southwest Research Institute (SWRI), 6220 Culebra Rd, San Antonio, TX 78238-5166. SWRI is the only responsible source that can provide the specialized supplies needed to fulfill this requirement. USAMRAA will issue a firm-fixed price requirements-type award, as specified under FAR 16.503. Estimated total value is $2,880,000.00 for a base plus three option years award. This a logical follow-on requirement to procure a variety of reactivators and aryl oximes to be used in on-going research testing for potential application in reactivation of organophosphate-inhibited acetylcholinesterase. The intial development of these specific compounds were developed under a research grant (HDTRA-10-C-0041). SWRI holds the patents on these compounds and the synthesis techniques used to make them. Unless the award is issued to SWRI, substantial duplication of cost to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information shall be received no later than the 15th day after this notice is posted (11 DEC 13). The Government shall not incur any cost for providing these capability statements. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
