RFP SYNOPSIS N00033-14-R-7510 T-AO Class Central Control System Replacement 1) Action Code: Military Sealift Command's (MSC) Ship Support (N1024) 2) Date: November 26 3) Year: 2013 4) Contract Office Zip Code: 20398 5) Classification Code: NAICS 335314, Relay and Industrial Control Manufacturing 6) Contracting Office Address: 914 Charles Morris Court, SE Washington, DC 20398-5540 7) Subject: T-AO Class Central Control System Replacement 8) Proposed Solicitation Number: N00033-14-R-7510 9) Closing Response Date: 31 December 2013 10) Contact Point: Paul Lirio, 202-685-5946 (office), 202-685-5579 (fax), francis.lirio@navy.mil 11) Contract Award and Solicitation Number: Reserved 12) Contract Award Dollar Amount: N/A 13) Contract Line Item Number: N/A 14) Contract Award Date: N/A 15) Contractor: N/A 16) Description: There are a total of fifteen (15) T-AO 187 Class Navy Fleet Replenishment Oilers currently operated by Military Sealift Command (MSC) that were constructed between 1989 and 1994. The twin shaft vessels are powered by two Colt-Pielstick 10 PC4.2 V 570 main diesel engines with a Power Take Off (PTO) generator, which derives power off of the reduction gear. Additional stand-alone port and starboard Ship Service Diesel Generator (SSDG) sets can also provide ship service power and/or provide electrical power to motorize the PTO for emergency propulsion. Remote control and monitoring of the ship propulsion system along with remote monitoring of the ship electrical power generation/distribution and auxiliary machinery are accomplished via the Central Control System (CCS). The Central Control System consists of three (3) major operating stations: 1) Engine Room Console (ERC) 2) Local Propulsion Control Console (LCC) 3) Ship Control Console (SCC) There are two (2) basic designs used in the development of the CCS for the T-AO 187 Class ships. Twelve (12) were supplied by a single manufacturer (TANO) and three (3) were supplied as a combination of two manufacturers (TANO and General Electric). The two designs for the ERC consoles differ, although the functional operator interface and outward appearance of the consoles is similar between both designs. The one significant difference between the designs' distributed control network is that the installations supplied by TANO alone utilize fourteen (14) RTU interfaces within the Engine Room while the three (3) TANO-GE combined installations use seven (7) RTU interfaces. The purpose of this acquisition is to develop and provide a working, fully functional, single design, machinery control and monitoring technology refresh to the existing CCS. The requirement is for a base design with options for the manufacture and installation of the CCS aboard the T-AO vessels. The CCS shall include the consoles and associated machinery space RTUs applicable to all ships in the class, which will offer continued supportability over the next fifteen (15) years with minimal future upgrades other than nominal technology refresh. This upgrade will replicate existing capabilities and functionalities with minimal changes other than those required by latest ABS Steel Vessel Rules (SVR) and/or to achieve ACCU requirements. 17) Place of Contract Performance: Worldwide 18) Set-aside Status: Total Small Business Any questions regarding this notice shall be submitted when and if a solicitation is released.
