- NMC2 DRAFT Performance Work Statement (PWS) SOURCES SOUGHT. This announcement serves as a SOURCES SOUGHT and is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Request for Information is issued solely for information and planning purposes and does not constitute a solicitation or a request for proposal/quote. DO NOT submit a quote or proposal in response to this notice. The Air Force Nuclear Weapons Center (AFNWC)/PZID, Kirtland AFB, (Albuquerque) NM, seeks potential business sources to perform non-personal services in support of Nuclear Maintenance Command and Control (NMC2). AFNWC/PZID reserves the right to determine if a Small Business (SB) set-aside is appropriate and capable to fulfill this requirement. Additionally, we reserve the right to determine if one of the targeted socio-economic groups is appropriate for a set-aside based on responses to this notice and other pertinent information gathered by the contracting officer. In order for AFNWC/PZID to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information that demonstrates their capacity and capability to successfully perform and manage all the required services. Firms responding to this announcement must be registered in System for Award Management (SAM). The Government reserves the right to consider the acquisition for the 8(a) program based upon responses received to this sources sought announcement. The proposed effort is anticipated to be a firm-fixed price contract with a base period with possible option years. The North American Industry Classification System (NAICS) code for this acquisition is 541511, Custom Computer Programming Services. The small business size standard for this NAICS code is $25.5 million. The following services are required by the Air Force Nuclear Weapons Center/Nuclear Logistics Directorate: *See DRAFT Performance Work Statement (PWS) (Attached). Interested businesses shall provide the following information: NOTE: DO NOT INCLUDE ANY CLASSIFIED INFORMATION IN YOUR RESPONSE 1. Company name, mailing address, cage code, DUNS number, point of contact (POC), POC telephone number and e-mail address. 2. Business size status (i.e. 8(a), HUBZone, Woman/Women Owned or Service Disabled Veteran-Owned, small business, large business, etc.). 3. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a contract in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? 4. If this effort is determined to be a Small Business set-aside, the resultant contract will include FAR Clause 52.219-14 - Limitations on Subcontracting (Nov 2011), which would require that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Do you anticipate any type of teaming arrangement for this requirement? If yes, please address the type of arrangement, proposed distribution in percentages of work, and the portion of the service your company would perform. 5. The resultant contract will require your company to access unclassified Militarily Critical Technical Data. Is your company currently registered in the U.S./Canada Joint Certification Program or have the ability to become registered? Describe your company's capability to provide qualified and experienced staff at the Secret personnel and facility clearance levels (See DRAFT PWS for proposed qualifications). 7. Does your company have experience as a prime contractor or subcontractor on a service contract for similar requirements of the DRAFT PWS, specifically experience in maintaining and upgrading Microsoft SharePoint site collections? If yes, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), Size of the Site Collection, Number of Concurrent and Maximum Users, and an explanation of services provided as they relate to the DRAFT PWS. If your firm acted as a subcontractor or joint venture, please include the name of the prime contractor, work performed and inclusive dates of performance, and percentage of work performed by the prime and subcontractors. 8. Describe your technical capabilities in working with nuclear maintenance data and scenarios. 9. Describe your technical capabilities in working with information up to and include UNCLASSIFIED-CONTROLLED NUCLEAR INFORMATION data and scenarios. 10. In addition to the experience detailed above, the site collection must adhere to several data classification rules codified in Air Force Instruction (AFI) 21-200, 21-203, 21-204, 13-526v1 and 31-407, as well as the Air Force Nuclear Weapons Security Classification Policy, CG-W-5, Joint DOE/DoD Nuclear Weapon Classification Policy Guide, TCG-WPMU-2, Joint DOE/DoD Topical Classification Guide for Weapon Production and Military Use and GG-2, Joint DOE/DoD General Guidance for UCNI. To remain operational and within performance thresholds for uptime, nuclear maintenance expertise is required to quickly and correctly discern if a security incident from placing data in the SharePoint at a higher classification has occurred. Please evaluate and provide written responses to the following possible (not actual) entries into an unclassified SharePoint Site Collection and determine if a security incident notification is warranted (i.e., classified information is now present on an unclassified system.) The SharePoint Site Collection can accept up to and including UNCLASSIFIED - CONTROLLED NUCLEAR INFORMATION FOR OFFICIAL USE ONLY and assume the information is only available to personnel with a need-to-know. Describe your technical capabilities in versioning/archive/backup management for SharePoint site collections and mean time to restore from those sources and resume operation after security incident/disruption of service. 12. Weapon Specific Technical Knowledge - Please evaluate and provide written responses to the following possible (not actual) scenarios: a) A serviceable limited life component has been removed from a weapon with a reject condition. The component still has three years of life left. Can it be installed on another serviceable weapon (why or why not)? b) How would a weapon that has a 900 series alteration be assembled to a reentry system? c) Should a fielded weapon with expiring limited life components automatically be scheduled for replacement (why or why not)? d) May more than one limited life component be installed on a weapon (why or why not)? e) May War Reserve maintenance and training operations be scheduled in the same maintenance bay (why or why not)? 13. Explain the difference between a Non-classified Internet Protocol Router (NIPR) and Secret Internet Protocol Router (SIPR) IT system. Briefly explain our approach with appropriate protocols required to develop a SIPR system within the Air Force. 14. Does your company have experience as a prime or subcontractor in the development of a SIPR system with similar requirements of the PWS? If yes, please provide your capabilities and approach to accomplish the development. The government will use responses to this notice, in addition to other information obtained, to determine its small business set-aside decision and acquisition approach. Any information provided by industry to the Government is voluntary. The page limitation for responses is 15 pages. Responses to this notice are due no later than 4:00 PM (MST) on 13 December 2013 via E-mail.
